The application is asking for a permit to use the property for a Cowbell Brew- ery which is to include a brewery, restaurant, retail space and proposed recrea- tional uses. The property is separate from a propane business that is on highway # 4, situated within the cres- cent formed by the applicant property. The recreational portion of the property is currently used as soccer fields. A portion of the prop- erty is agricultural, which will be continued to be used for this purpose, but there is also an urban portion, which is where the rezoning is being requested. There is to be more intensive building and parking on the urban section to create a balance on the policies of the desig- nated area. Planning recom- mended that the application is in conformity and that it is a good example of value added agricultural use. Ron Davidson who is the planner representing the owners. He stated that much of the pro- fession of planner is fairly standard fare, but that this project is a very exciting one to be involved with in the planning profession. Coun- cillor Westerhout asked if the application to include a dis- tillery is to keep the option open for a future option of distilling on the property. It was confirmed that this was the case. A report was given by the accounting firm on the Bayfield Arena. The report identifies how the facility is being used, by whom, and when. They are collecting, tracking and analyzing the data. It was pointed out that the arena is the only such facility in the community which means if it were taken out of service there would be nothing left. It was advised that there are children from Blyth, Clinton, Goderich and other areas using the facility as the ice time in their home arenas is already used up. BACPA reported that there are many businesses and also HCHU that support the arena as a valuable facility. The main goal is to provide a venue to keep our kids happy and healthy, which also is key in attracting growth to the com- munity and the municipality. This is year two of the three year agreement to have the committee taking over the responsibility of running the facility. BACPA would like to extend the agreement for another three years.
