Central Huron Council Briefs

Clinton News Record
There were two regular
Council meetings for the
Municipality of Central
Huron in the month of Feb-
ruary. The last meeting
scheduled in January was
cancelled due to stormy
weather, making the Febru-
ary 1 meeting a very lengthy
one. The second meeting
was February 16. Both
involved monthly depart-
ment reports.
At the February 1 meeting
there was a lengthy discus-
sion of the issues surround-
ing the new Railway Street
intersection during the Road
Department report. Mayor
Ginn advised that there has
been a meeting set up with
the county to discuss sugges-
tions, one of which would be
to install a flashing light at
the intersection. It was also
suggested to ask the county
to erect signage on highway
#4 toward Mary Street for
trucks. At the February 16
meeting Deputy Mayor Jew-
itt suggested that there
should be signage from both
directions indicating who
has the right of way as it is
too confusing, especially to
those who are new to the
area. Also at the Februrary 1
meeting, It was asked why
the John Street lights are on
the opposite side of the road
to the sidewalks. It was
explained that there is not
enough room to fit both the
sidewalk and lights on the
same side of the road. Hav-
ing the lights opposite is the
next best solution. At the
During the Facilities
Department report both
Councillor Lobb and Mayor
Ginn asked for an update on
the situation at the ball dia-
mond, specifically if the
municipality will now have
to pay for the new trans-
formers. They were advised
that the municipality is still
in negotiations. Facilities
Manager Steve Campbell
confirmed that the cement
work is completed at the
Londesborough Hall entry.
Councillor Anderson indi-
cated that it has been slip-
pery on the outside stairs at
the Central Huron Commu-
nity Centre and added a
thank you for the new hand-
rail. Campbell agreed to see
if something can be done to
reduce the ice on the stairs
when freezing conditions are
a problem. Councillor Lobb
asked if the new acoustic
tiles are working in the
lobby. Campbell reported
that it was not as good as he
would like, but that it is
much better. Councillor
Colquhoun suggested a
fence may need to be built
around the REACH centre as
there had been a report of
horses on the road.
The agreements with
REACH are coming due
again. The municipality is

aiming for a three year
agreement which would
benefit both REACH and
other parties using the facil-
ity for educational programs
as there would be better
continuity. Currently the
lease and management
agreements are not the same
term. The new agreement
would make these terms
coincide.
Animal Control Officer
Bob Trick gave his report.
Due to the warm winter,
there has been more of a
problem with rats. Nine ken-
nels have been inspected.
The most unusual call
received was to remove a
snake from a residence that
was left behind by the prior
owners when they vacated.
Trick suggested that it would
be nice if owners made sure
to take all of their pets with
them when they move. He
concluded his report by
reading a passage from a
book from the Toronto area
which outlined a method for
transporting a skunk in a car.
Trick advised he would not
be following the method
outlined.
There were 5 tenders
received for the construction
of the Dub's Municipal
Drain. It was awarded to Van
Gestel Excavating as per the
engineer's recommendation,
in the amount of $36,372.60.
There were two motions
brought forward for prop-
erty severances. The

application by Edward and
Pauline Laithwaite was
approved. The second
application by Doug Cul-
bert as Agent for the owner
of Lavis Contracting Co.
Ltd. was deferred to the
February 16 meeting to
obtain more information.
This application was to
sever a natural environ-
ment area that is of signifi-
cant importance as a habi-
tat for endangered species
from a farm that was cur-
rently being used for the
extraction of aggregates.
The County planning
department recommended
the application be declined
as it was not in conform-
ance with many points of
the planning act. The appli-
cation was declined by
Council at the February 16
meeting. A motion to sup-
port a third severance
application brought to the
February 16 meeting by
Julianna Elizabeth Buffinga
and Henry Albert Buffinga
was carried.
The planning process
was deemed a success in
the proposal to create a
parking lot for the Dental
Clinic for staff parking at
the corner of East Street
and Townsend Street.
There had been issues
brought forward by the
neighbours which have
now been addressed. It
was recommended that,
with the amendment that
the parking be for staff
parking only, the proposal
should be adopted.
The Fire Chief was given
direction on procedures
for requests for Victory
Rides. It was agreed that it
is unsafe to have people
ride on the firetrucks.
Councillor Westerhout
suggested that teams pro-
vide their own public
transportation to follow
behind the fire truck. This
was agreed upon as the
best solution to not totally
do away with the tradi-
tion, while not allowing
the public to ride the
trucks.
Presentations were made
by both the NWMO and the
Central Huron YMCA.
A Bylaw establishing a
Policy for the collection of
water and sewer user fees
was passed in which there
is an extended time -line for
collection to reduce the
number of delinquent cus-
tomers by making the pay-
ments easier to deal with.
A lengthy discussion was
held to try to brainstorm on
alternative solutions to
landfill issues.
