Poverty to Prosperity in Huron moves forward
Valerie Gillies
Clinton News Record
Due to the winter storms at
the beginning of the year, the
Poverty to Prosperity in Huron
meeting was held via telecon-
ferencing on January 12 with 27
people participating from vari-
ous agencies, services, roles and
interests.
The committee grew from
the former "Bridges in Huron"
begun in April 2013, later
becoming "Huron Anti -Poverty
Initiative" and eventually the
current committee, "Poverty to
Prosperity in Huron" (P2PH).
This laid the foundation to
build a community initiative to
address poverty. The goal from
the beginning has been to
develop a comprehensive plan
for strategic and coordinated
response to poverty in Huron
County.
There has already been a
community developer/
researcher contracted who has
done studies to compile data
with which the current com-
mittee determines what needs
are present and to try to find
ways to address the needs of
those in living poverty now, as
well as planning for the future
to build a comprehensive pro-
gram to apply on a larger scale.
This research included existing
documents, focus groups, com-
mittee meetings to develop an
appropriate structure, set terms
of reference, set goals, identify
activities and tasks, and to
determine what other people
should be invited to participate.
This groundwork has been
ongoing since 2013.

The main outcome of this
research was a report entitled
"Challenging Poverty through
Collaborative Action" which
includes a comprehensive
action plan, indentifies com-
munity and potential partici-
pants and provides future direc-
tion. Recommendations are
made for concrete tasks and
activities to continue to mobi-
lize community assets,
strengths and passions to end
poverty in Huron County. The
overall findings led to P2PH
understanding that poverty is
made worse by four intercon-
nected factors: income insecu-
rity, food insecurity, housing
insecurity and by physical and
mental health problems.
The ongoing work of P2PH is
to work with communities,
individuals, existing service
agencies and service providers
and resources and to lobby for
funds and programs to be
developed to address these and
other identified issues. At the
January 12 meeting there was
representation by concerned
citizens as well as from such
organizations as Huron County
Health Unit, Rural Response for
Healthy Children, Women's
Shelter of Huron County, Salva-
tion Army, members of the
clergy, Second Stage Housing,
hospitals, libraries from both
Huron and Perth, Children's
Aid Society, Centres for Learn-
ing and Employment, United
Way Perth Huron, food banks,
Early Years Centres, Commu-
nity Health Centres and others.
One of the specific projects
taken on by P2PH is the Huron
Park Project This is a commu-
nity that has been identified as
having a lack of infrastructure
and it has demonstrated that it
is an underserviced commu-
nity. By focusing on the needs
of this community, effective
community development strat-
egies can be determined and
tested. P2PH applied for fund-
ing from the United Way Huron
Perth and were successful in
receiving a grant from the
Ontario Trillium Fund to setup
a year-long pilot project to
develop strategies. The Trillium
grantwas for $31,800.
The Huron Park Project
description is as follows:
"Poverty to Prosperity (P2P) in
Huron will investigate effective
community development strat-
egies to foster community par-
ticipation, combat social isola-
tion and enhance existing
services in one of Huron Coun-
ty's most socially isolated and
underserviced communities.
The project will specifically
engage women as heads of
families/households and as
residents with skills, assets and
lived experience that can be
mobilized for community bet-
terment and to inform the col-
laborative improvement strate-
gies of the services and agencies
that compromise P2P. Utilizing
a rural lens and a gender-
based analysis, the project will
serve as an investigative strat-
egy and pilot for undertaking
effective community develop-
ment strategies as a crucial
lens for better service coordi-
nation and enhanced pro-
grams as well as empower-
ment and connection in lives
of women, their families and
their communities."
