Central Huron Council highlights

The following are council
briefs from Central Huron's
meeting on August 2.
• Municipal auditor Paul
Seebach of Vodden, Bender
and Seeback Chartered
Accountants presented his
conclusions on the munici-
pality's finances for 2015.
He said generally the
municipality did very well.
They did a lot of capital
work using grants without
curbing their reserves, and
they had surplus of around
$180,000. He said their
main problems were
increasing OPP costs and
less provincial funding, but
those things are out of the
municipality's control.
• The Cowbell Brewery
came up when some
councillors asked about
their construction and
commented that they
hadn't yet seen a building
permit or water agree-
ment. Mayor Ginn
explained that they are in
communication with the
brewery, and Cowbell has
been given a conditional
building permit so they
can start construction as
their project is time sensi-
tive, and they need to
build in this season.
Councillor Westerhout
said that's fine and obvi-
ously they want to support
the project, but they should
understand that it's risky to
start building without these
things set in place. Mayor
Ginn said they understand
the risks but are on a tight
timeline.
• Councillor Anderson
brought up all the garbage
on the hill out in front of
the slots. She commented
on how people sit there to
each their lunches and
leave their garbage on the
ground. They agreed to
place a garbage can there
and see if that will help
make a difference.
• Council discussed a let-
ter sent by one resident
who suggested there be a
By-law to restrict heavy
transport trucks from resi-
dential neighbourhoods.
Council discussed the issue
and decided to first send a
letter asking the drivers to
not drive early in the morn-
ing when the noise is most
intrusive.
• One resident sent a let-
ter regarding Huron County
council cancelling the
Advanced Car Paramedics
saying they didn't agree
with the decision. Council
asked Mayor Ginn for more
details on the situation,
and Mayor Ginn explained
the entire process. He said
it's been viewed as a one-
time event, but really many
things led up the decision.
They said it's hard for Cen-
tral Huron to say what they
think as a whole since
Mayor Ginn and Deputy
Mayor Jewitt voted differ-
ently regarding the issue,
plus it is not Central
Huron's choice to be mak-
ing those decisions, it's the
county's place.
• This discussion lead to a
conversation on how to
respond to letters from
people in the community.
On one hand, they want to
respond, because they
appreciate letters and it's

not to discuss shared ser-
vices with neighbouring
municipalities for a year

North Huron and Morris-
Turnberry, however
Councillor Lobb said she
didn't like the wording of
the motion since it
sounded too closed off.
They changed the wording
to not having "comprehen-
sive conversations" and
council felt more comfort-
able with that phrasing.
