A By -LAW TO PROVIDE FOR TH DEEVENING AND IMPROVING OF A WATERCOURSE IN THE
TOWNSHIP OF WEST WAwANosu, AND FOR BORROWING, ON THE CREDIT OE THE
MUNICIPALITY, THE SUM OF THREE THOUSAND SIX HUNDRED AND FORTY-SEVEN
DOLLARS AND FIFTY-FIVE CENTS, FOR COMPLETING THE SAME.
FROVISIONALLY ADOPTED.THE TWENTIETH DAY OF JULY, A. D. 188L
WHEREAS a majority in numbers of the owner's, as Shown by the last revised Assess -
ment Roll, of the property hereinafter set forth, to be be lion efited by the deepening and
improving, have petitioned the Council of the said Township of Nest Wawanosh, praying that
"The Municipal Council of West Wawanosh would take such steps for the examination (-if the
stream or creek known as Young's Creek, in the said Township of West Wawanosh, and will
pass such By -Law or By -Laws, and issue such Debenture or. Debentures as will be necessar:.-
for the deepening mid improving of said stream, creek or watercourse, from a point in the
Township of Colborne, and crossing the southerly bauridar--'line of tife said Township of West
Wawanosh, and running in a northerly direction to the blind line between concessions _":\. umber
Five and Six, of the said Township of West Wawanosh and crossing concessions number (ale,.
two,Ihree, four and five, on or near to -Lots number nineteen and twenty- on the aforesaid
concessions and for Assessing Ana levying taxes upon the 'Said property benefited thereby At
provided by the" Municipal Instiutious Act R. S. 0., Chap 174".
And whereas thereupon the said Council procuied an examination to be made by .1faaik4'
Warren,,Esq., of the Tcsiwn of Kincardine. P. L. S., being a person competent for -such
pose, of -the_ -said stream creek or watercourse to be deepened and improved and has also pro-
cured plans and estimates of the work to be made by the said James Warren and an assessment
to be made by him' of the real property to be benefited by such deepening and improving,
stating as nearly as he can the proportion of benefit which in his opinion, will be derived in
consequence of such deepening and improviniT, by every road and lot or portion of lot the sad
assessment so made and the report of the said James Warren hi respect thereof and of the
said deepening and improving lit!ing as follows •

To -the Reeve and Councillors, Township of West 1Vawano61,
GENTLEMEN, --According to -the instructions:received froyou, I made a survey of the
Drain to be made across Concessions 1, 2, 3, 4, ' from you,
5, and also in part of the Township of
Colborne. I found that it was necessary to run the outlet a distance of 2,200 feet into the
Township of Colborne, in order to find a good outlet, so as to allow the.Deain to be of the
depth required, namely: 5 feetand in that distance I found a good outlet. The fall crossing
Cons -.1. and 2 is about 3 feet 6 inchea, iind though small will give a good -run to the water, ,
when tip drain is cut. As the fall isnot large, and the quantity of water somewhat large, 1.,
would advise the Drain to be 3 feet wide at the'liottom on the lst and 2ird•Cons.,-and 9 lea
wide at the top,- The channel of the creek cann be used on Part df the drain by deepening it
and cleaningit out at the bottom' which will save 4 good deal of labor.. On Cons..3 and 4 the .
-fall is'better, it.being a,bout 8 feet9 inches. - In this part of the dram. the width may be 3 feet
at the bottom and s feet at the top, as alio the same on Con. 5. The greater part of Cons. 1•
and 2 is open meadow; partly covered widt Willows, . tkc.„-excei•t between stations 35 and 43,
which is partly a windfall -and trees and sturnos. :Parts of Cons. 3 and 4 are wooded, say •
from 7 tO19x50, 28x55 to'34, 49t• 55X72. The rest . of the distance to 77x69 is nieadow
and open woods; from.78.to 98 is nearly all clear. On Con , 4, from O. to abont 15 is partly
brush and meadow from 15 to 27 veryroush with fallen timber ,ancl- togs. At 27 the line
-n :any farther, becanse-if tbe timber, . tc.:, -were Cleaned Out ofthe .old channel -- there -
struck the ereek-,-and as the Old _channel is rite deep, I thought'advisable not to run the
drailine ;
