The government recently revealed plans to en- sure that the housing industry, one .of Canada's most important employers, will be kept as busy during the winter months as it is during warmer days. `If suc- cessful, the measures should contribute substantially towards maintaining employment over the next six months, Specifically, the government measures are in the form of special incentives intended to encourage prospective home owners to "build or buy that house this winter". The gov- ernment believes that the dwel- ling units to be built under the incentives, in addition- to those of the normal industry output, will provide a tremen- dous boost in employment in the construction industry this winter. Concurrently, thein- creased activity should create thousands more employment op- portunities in allied industries producing building materials, consumer durables, furnishings required for new houses and other services associated with new housing. Another government measure was announced recently by the Honourable John R. Garland, Minister of -National Revenue and Minister responsible for federal interests in the field of housing. He said that Central Mortgage and Housing Corpora- tion, the federal housing ag- ency, would make direct loans to merchant builders who con- tinue to build during the win- ter months. Previous to that announcement, a builder could obtain a direct loan from •CMHC only if the house he intended to build was sold in advance to an acceptable purchaser. Mr. Garland explained that the plan has three objectives. It is intended to help provide a maximum number of jobs in the residential construction and allied industries during the win- ter months; support the govern ment's winter house building incentive program; and ensure an adequate and continuing supply of mortgage funds so that housing .starts will not be held up 'because of a shortage of mortgage money. Mr. Garland emphasized that local market conditions would be the main criterion in de- termining loan approvals. The government, he said,_ did not intend to use public funds to finance new housing in areas where it was not needed. Although it is not intended to establish quotas similar to those used in the past, the Min- ister stressed that builders in HENSALL NEWS Mrs. Jessie McTaggart, Mrs. Florence Joynt and Mrs. Laird Mickle . spent Iast Thursday in Kitchener with the latter's daughter and son-in-law, Mr. and Mrs. Ross MacMillan, and little son, David. Mr. and Mrs. Laird Mickle and Mrs. Jessie McTaggart, Charles and Ann Mickle were in London Saturday morning for "open house" at Syndenham Hall, UWO, where Bob is a resident, and in the afternoon Charles, Bob and Ann attended the rugby game at the Little Memorial Stadium. In addition to local markets being able to absorb new units, loan approvals will depend on the builders' physi- cal and financial capacities. Work on dwelling units fi- nanced under direct CMHC loans to builders must be start- ed within 45 days after the date of the loan approval. The period may be extended by up to 30 days for all loans approv- ed before December 31, 1963, provided that no extension shall be given that will permit a start after February 14, 1964. Mr. Garland also said that ap- proval of loan applications for National Housing Act -financed projects such as sewage treat- ment plants, university resi- dences and housing develop- ments for elderly persons, would be accelerated.
