That the Reeve may from time to time subject to the provisions of this by-law, borrow on the credit of the Corporation of the said Mun- icipality such sum not ex- ceeding in the whole $100,000, as may be determined by the Council. and may in manner hereinafter provided, issue debentures of the said Cor- poration in such sum's as the Council may deem proper for the amount so borrowed, with Coupons attached as provided in Sectiodi 4 of the said Act. 2.
