"At no time have I heard any and that six transistor radios
will be purchased, to be -distri-
buted throughout the county.
"It has been clarified," stat-
ed the committee report, "that
immediately an alert should
take place, everyone is to take
cover until the 'all clear' is
given. Previously we were all
under the impression that the
key personnel were to man the
basement of the courthouse in
event of an emergency; howev-
er, this is not the case. The
basement is to be manned when
the 'all clear' is given, and peo-
ple are able to come out from
cover for a short period of time
at least, and are to await their
instructions."

County Council the report of
his emergency measure commit-
tee. "We are bound to have
casualties, but we can minimize
them a great deal if we operate
on our own. Self-preservation

The chairman related some
incidents experienced at the
front in wartime to illustrate
his point.
"We would appreciate it if
the planning committee would
have a little more' co-operation,"
he said. "Of course it was not
clear in people's minds what to
do. This is a very necessary
thing. If you listened last night
to the London program by the
Middlesex co-ordinator, you will
see it is a complicated affair.
There is much to do to keep
roads open, because there will
be much going through when
the all -clear is sounded."
"The initial warning," Huron
co-ordinator Murray MacDon-
ald said later, "is just to turn
on your radio and make any
preparations not previously at-
tended to. Then there will be
an announcement from the
Prime Minister, or the Premier,
or failing him, the warden."
Mr. ,Agnew's committee has
agreed to purchase for the
courthouse basement food sup-
plies for 14 days, pressure -style
lamps, stove, beds, etc., suffici-
ent for personnel numbering 30.
It has been agreed that tele-
phone jacks will be installed,

In adopting the report, coun-
cil approved the following re-
commendation: "That the co-
ordinator first of all endeavor
to stimulate the organization of
an emergency measures pro-
gram at the local level and to
advise the members of the
planning committee the names
of theircounterparts as soon as
the local areas have been or-
ganized. Then it will be the
duty of the planning committee
personnel to. organize their du-
ties in co-operation with the co-
ordinator and the• people so
named by him."
"The community group or-
ganization," said Mr. MacDon-
ald, " has had one year of op-
eration, and is now in opera-
tion to a degree in Goderich
and Wingham and to a lesser
degree in Exeter. The communi-
cation plan has been approved.
Emergent headquarters of the
county should be completed by
the end of December. Recep-
tion area plans are resolved and
approved by zone and province,
and are being used as p guide
by the province. A survey of
population has been done by
age, trade and sex, buildings
completed for accommodation,
and a survey made as to hospi-
tal accommodation.
"From the public education
point of view, more than 50
books have been given to
groups this year. Visits to
towns, meeting municipal offi-
cials, have been completed.
There have been 12 television
programs to a district which
includes Bruce, Grey, Middle-
sex. Wellington and Lambton.
A continuous supply of publica-
tions has been established in
each library. We had exhibits
at the trade fairs in Wingham
and Goderich.
"A new bylaw has been pass-
ed, based on our experience,
and of course is still on trial.
"Zone C1 of the Royal Cana-
dian Legion has pledged full
support in emergency, and St.
John Ambulance in the area.
"Mr. MacNaughton spoke to
me in Clinton last evening and
said that this had set quite an
example at the provincial level.
"We have hit both sides of a
pendulum swing in the past
year. We heard it expressed at
one time that EMO was not
needed, and then in the Khrush-
chev-Cuban crisis the enthus-
iasm went the other way. Both
were, good for us, and showed
how adequately or inadequately
we weire•prepared at municipal
level and the individual family
unit. We have gained much,

by accident we could have a

"I think we can safely say
we are not behind any of the
other counties. I forecast that
this year we would have a fair-
ly cheap year. We did not
spend our full budget, but I
feel now we have the experi-
ence we should in the coming
year spend every penny we can
get. After two years, cost
should go down."
Reeve Roy Adair: "When we
set up this local organization—
we are organized in Exeter, but
the man chosen cannot continue
—when organized again is .there
any way the man chosen has
money coming from county • or
local level for expenses?"
Mr. ,MacDonald: "The ma-
jority should ,come from the
county, and toward the ,end of
this month I will be asking 'or-
ganized communities for an
outline of what they want to
do, involving expenditure, and
that will be included in, my
budget."
Mrs. Mooney, deputy reeve of
Goderich: "I have been asked
how the alert is going to be
given in Goderich."
Mr. MacDonald: "I do not
know. I suggested the same
as in the Wingham group, that
is, returning to the old fire
bell; and also the Presbyterian
church has a carillon loud
speaker. Initially, the thing will
be bell -and fire bell."
To Reeve Valentine Becker,
of Hay, Mr. MacDonald said
that Huronview at Clinton "is
probably the most adequately
secure building in the county.
The whole staff could move in
.and function from the base-
ment. Emergency hospitals will
be in Wingham and Goderich
high schools. I have surveyed
only three hospitals, and Wing -
ham is most advanced."
