trenies, there' is always a broad
middle ground into' which most
people will move by natural
momentum, The sound and fury
comes from the extremists, as
in the debate to transfer juris-
diction over the British. North
America Act from the British
to the Canadian parliament:
The British North America
Act, as the - constitution of Can,
ada, could have been vested in
Canada's parliament m an y
years ago had Canadian legis-
lators ever been able. to agree
on terms for its "patriaton .”
Now that; the federal govern-
ment has • at last decided to
Canadianize the BNA Act, the
accumulation of "years of griex-
ances and bitterness is coming
to the surface.
The BNA Act, as every school
boy knows, sets out the separ-
ate responsibilities of the fed-
eral and provincial govern-
ments, giving certain authority
to Ottawa and retaining other
fields, such as education and
civil rights, for the provinces.
The plan to bring home the
BNA Act and to revise 'it "-de-
veloped in the light of 'the cur -

rent drive by Quebec and other
provinces for greater provincial
'autonomy. It's part of the Lib-
eral government's concept of
"co-operative federalism."

From all . this, one might ex-
pect a bi-partisan approach by
Conservatives and Liberals.
But such isn't the case. Mr.
Diefenbaker has served notice
he will fight the proposed rt'vi-
sions-'on the grounds that they
would "balkanize" the country
by, permitting the provinces to
go their - own separate ways.
The fact of Mr. Fulton's involve-
ment in the formula, and its
approval by all Conservative
provincial governments; hasn't
deterred the PC chief from
slamming the plan at every op-
portunity.
There are two key changes
proposed. One would require
the unanimous -consent of all.
ten provinces to make any
changes in matters of provin-
cial jurisdiction. The .other
would permit any four provinc-
es, with the approval of Ot-
tawa, to take over' fields, re-
served to the federal govern-
ment.
The federal Conservatives find'
themselves allied on this issue
with Quebec's nationalists—for
entirely different..reasons, of
course.
The Tories claim the revi-
sions would give too. much free-
dom to the provinces, especial-
ly Quebec. 'French. Canadian
nationalists say it doesn't go
far enough—though it is entire-
ly acceptable* to Premier Le -
sage. .
- The answer.,,.is, in fact, that
the proposed revisions would
not give the provinces the kind
of independence the Conserva-
tives claim.
As an example, many Quebec
extremists would like to see
their province declared a one-
language state, with French be-
ing the only official language
there.
But they couldn't do this be-
cause ,it would require, the con-
sent of all ten provinces.
The policy of --the Pearson
government is clearly to give in
to pressure for greater provin-
cial autonomy.' The^ opting-ou't
legislation passed a few weeks
ago permits provinces to stay
out of federal -provincial pro-
jects and toreceiveequal

amount
of federal funds for
spending any way they wish.
After the extremists have had
their say, ' the country will no
doubt contentedly accept the
BNA Act revisions. The current
debate•,is really important only
in that it foreshadows the next
big, move which will probably
be undertaken by the Liberals
if they are successful in- win-
ning another term in office.
'And that will be to scrap the
BNA Act entirely and replace
it with a home-grown Canadian
Constitution.
