consideration should be given
to allocating certain funds for
future capital' needs.
A surplus of&$26,000 is indi-
cated in the general account
for the calendar year, with the
final standing of the roads bud-
get as yet uncertain.
At the same sitting, it was
announced by Dr. R. M. Aldis,
medical officer of health, that
approval has been received to
proceed under a federal grant
to investigate in Huron the
health problems of the aged.
Miss Margaret Atkinson, B.Sc•.,
formerly of the University of
Western Ontario, has been as-
signed to collaborate in the
study.
Dr. Aldis' said the proportion
of citizens 65 years of age and
over in Huron's population is
almost twice the national aver=
age, so "we have endeavored to
interest federal and provincial
authorities in our situation."
Notwithstanding thick fog in
the early hours, the last two or
three county councillors enter-
ed the chamber 'as the• clock
struck 10. The roll call showed
all present.

he did so before a microphone,
and county officers presenting
reports later also used the
"mike".
"The public address system
is up for today only," Clerk
Berry explained. "At the war-
den's banquet we ran into some`
trouble with the microphone,
and it was considered we might
purchase one, to have a good.
`mike' when wanted. In addi-
tion, the property committee felt,
we could consider some type of
public address system for the
council chamber. This is .more
or less a test, and if we think
it worth the while the commit-
tee can look into it and pos-
sibly we can have something
permanent for the, January ses-
sion."
In woods operations the big
thing recently is pruning," said
Larry Scales, district forester,
in an oral report to Huron coun-
ty council. "This is not shaping
trees to look pretty; but cutting
the bottom branches off so they
will be able to produce lumber
and eventually financial gain
for the owners. ' One time we
prune six to eight feet; next
time about 17 feet, to make
sure you have a good 18 -foot
log. There is only one place
where the trees are big en-
ough for a second pruning, and
that is the. Robertson tract, and
we pruned there to 17 feet. We
rune to 2b0 per acre. Any
more than that is a waste of
time; because you cannot -Bring
to maturity more than 100 trees
on an • acre.
"Your reforestation scheme
calls for planting 25,000 in West
Wawanosh, 10,000 in East Wa-
wanosh, 10,000 in Howick, 35,-
000 in Goderich Township, 10,-
000 M - Stephen, Hullett 9,000,
and Stanley 5,000."
Mr. Scales noted acquisition
of the Rea property near Wal-
ton.
"In order to keep .the for-
ests," he said, "we must pro-'
tect .them. We have a plowed
stretch around our forest tracts
and keep fire signs up to date.
The local fire brigades are a
first line of defence againstfor-
est' fires. We -are equipped at
the Stratford Office only to mop
up after the brigades do their.
job. We maintain a Staff , of
caretakers, one for each tract is
necessary. We have added .75
yards of new fence at the' Rob-
ertson property to keep cattle
out, We constructed a new road
at the Moreland property in
West Wawanosh, west of Au-
burn ,and are pleased with the
work the contractor did on this.
It made a protection, against
fires at which a pumper would
have to fill up. We will be im-
p'roving the Sheppardton tract
road, putting in enough gravel
to make sure the Goderith
pumper can get in to the pond.
"We did some planting -24,-
.000 trees in the Sheppardton
tract, an area that has become
overgrown with wild Scotch
pine, a major pest. We clean-
ed that up and got good white
pine planted."

ity of Western Ontario wrote
announcing the winners of coun-
ty scholarships: Williaih .A.
Cochrane,- 122 Mary St., •Clin-
ton, and Bonnie Hamilton, also
of Clinton.
The Minister of Reform Insti-
tutions approved extension for
one year of the term of Gover-
nor R: W. Benn, of Huron jail.
Aged 66 on December 24 next,
he has had the required medi-y
cal examination.
County assessor A. A. Alex-
ander presented .,an oral report.
"At your last meeting," he
said, "you passed a bylaw
whereby the county would pay
a grant to municipalities where
there are county forests. I take
it that somebody has to put a
valuation on them. For the lat-
er ones purchased, in most cas-
es we have the old valuation of
private property, but inthe
early stages of purchasing for
county forests there has been
quite a bit, of change, and I
believe the intention of the
county' is for the assessor to
value them. I have got in touch
with the Department of Muni;
cipal Affairs; it does not make
any difference to taxes, but it
will make a difference to the
local clerk whether it is' a grant
in lieu of taxes or straight tax-
es: `If in lieu of taxes, the
money will be put in, the gen-
eral fund. If taxes, high school
and public school boards will -
receive their portion of this. I
have not an answer yet, but will
have it by the next taxing ses-

"I have not heard any more
about. the requirement of lic-
enses for assessors in 1966, but
I understand every assessor will
have to have some examination
before he will be given his.
license. Some consideration
maybe given to the experience
he has, but assessors in the
future are going to be requir-
ed to take a test before they
will be granted a license.
"Mr. Berry has mentioned the
county assessment commission-
er. I believe five counties at
present have appointed commis-
sioners. Before they allow a
county assessor 'they train the
staff of assessors by a school
which would be conducted in
the municipality. There are
four to be conducted in 1965,
and the department does not
want any more. If it ever was
the talk of this county to go
into such a system, there should
be considerable study made be-
forehand, how it is to be hand-
led. There will be a lot of
problems with the procuring of
staff, accommodation, and what
kind of system, whether the
rolls are to be written' manual-
ly or by I.B.M. machine, or
another addressograph system."
