Lucknow residents irate over axed curbside yard waste pick-up Darryl Coote Reporter Hundreds of Lucknow res- idents are angry over the recent elimination of the hamlet's curbside yard waste pick-up program and are claiming the decision by council was not only insensi- tive but disrespectful. Council, in defense, said that while it should have been more thoughtful in how it went about ending the twice - weekly yard waste pick-up program, the decision to do so was a result of budget con- straints and a lack of fairness. The service, enjoyed by Lucknow residents for dec- ades, was only offered in that area and council saw it as dis- criminatory. The township's other villages and hamlets also contain the same aging demographic, but do not ben- efit from such a service. In its stead, a drop-off area was allocated in mid-March. In the two weeks ending May 2, Public Works states in a report it has removed "10 tan- dem loads from the contain- ment area" as evidence that the new system is working. A petition with over 230 sig- natures was presented to coun- cil May 16 demanding for the reinstatement of Lucknow's yard waste pickup program. Lucknow resident Delores Sokoloski argued during the regular council meeting Mon- day night that the cessation of curbside yard waste pick-up goes against council's mission statement to provide residents with ever -improving services. "What do we gain from stop- ping this service? What is the money going towards? What services are we getting in place of this one? What is the cost of removing the waste at the depot?" she asked council. Sokoloski, who was one of three delegations arguing that night for the program's rein- statement, then offered a compromise: Instead of twice weekly it could be reduced to once a week, semi-monthly or even once a month. 'We would like to see council and the Public Works depart- ment to revisit this decision and fulfill the needs of residents in this village;' she said. Another resident, Alvery Hayes, then said he took excep- tion to the director of Public Works' Hugh Nichol's May 2 report on the effectiveness of the transition to the drop-off program. It was dismissive of their complaints and of those who are unable to take yard waste to the site, Hayes said. "I think you've chosen a very bad way in removing the curbside. You didn't send a notice out to anybody asking for comment," he said. According to the May 2 report, notice of the change in service was posted on the township's website and Face - book page and an ad was taken out in The Sentinel. "I think you were wrong in the way you went about it," he concluded. Mayor Mitch Twolan said the budget for waste services for the entire municipality was set at $40,000 for the year and suggested that to continue this service just for Lucknow may require hiring more Pub- lic Works staff. "These are discussions we have all the time at budget time; is there places where we can find ways to cut money, no ifs, ands or buts about it. And that was the decision that council made," he said. A report will be brought back to council, he said, on the costs of reinstating the program, not just for Lucknow but for all of the municipality. Jane Nielsen, one of the 15 or so residents in the Council Chambers, then spoke unan- nounced from the floor staling that Lucknow was given the service for an unspecified time period by former Public Works operator GaryAusten. Councillor Jim Hanna responded that council under- stands it is a beneficial service, but that services should be uni- form throughout the municipality. "Everything's treated the same here," he said. 'We're not doing it in Lucknow, we're not doing it in Ripley and we're not doing it at the I akeshore:' However, Nielsen said that is not the issue; the issue is about respect. "Then wouldn't it have been respectful to the people in Lucknowwho didn't realize that nobody else was getting it, wouldn't have been respectful to the Lucknow ratepayers and say 'this is a service we now have to dis- continue it, we can't justify it within our budget," she said. Hanna and Mayor Twolan both responded that yes, coun- cil should have notified them. 'And that's what we're talking about here. We're talking about respect. You're talking about budget and budget alone. Not people's lives," she said. A report will be brought back on this topic at a later council meeting.
