The OEB says companies must file a leave to construct application before the regu- lator will review a franchise agreement. "This will allow the OEB to review pertinent information regarding the proposal including forecast attach- ment rates, cost allocation, rate design, pipeline route and system reinforcement plans prior to approval of the franchise agreement and certificate," the new frame- work says. "This approach will also allow proponents to com- pete for the franchise if they wish to do so. The OEB will entertain multiple applica- tions and approve the pro- posal that best meets the needs of the community and ratepayers." No leave to construct application has been filed to date for a southern Bruce County expansion project. EPCOR says it will work closely with the three south- ern Bruce municipalities to bring natural gas to their communities. Union Gas has said it will need to examine the new framework in more detail before determining which of its expansion projects will proceed and when. The southern Bruce County mayors said the new OEB framework includes many of the positions that were advanced by the local communities. The OEB, they say, has recognized that competitive bidding and a level playing field are important instru- ments in attracting new suppliers. "All the hard work south- ern Bruce has done over the past several years to bring gas to our communities has been validated by the OEB decision," Eadie said in the news release. "The OEB has recognized what southern Bruce has been saying for years - that barriers existed to prevent this service from reaching our citizens. We now have a path forward and will con- tinue to work alongside EPCOR to bring gas services to our area as soon as possible." Huron -Kinloss Mayor Mitch Twolan said the three municipalities pursued "an innovative and creative SAUGZEN and REGIONAL TRANsrr SPECIALIZED PUBLIC TRANSIT MENTALLY & PHYSICALLY CHALLENGED RESIDENTS NON -EMERGENCY MEDICAL, SOCIAL & EMPLOYMENT LOCAL AND LONG DISTANCE 519-881-2504 1-866-981-2504 Please visit us at saugeenmobility.ca approach" by going out to the market to seek competi- tive proposals for gas expansion. "This had not been done before in Ontario. We are pleased that the OEB essentially endorsed our approach by establishing new rules thatwel- come and encourage competi- tion for gas expansion. We view this as a major victory for rural and smaller communities in Ontario;" he said. Twolan said the municipal partners will continue to explore "new and creative ways" to reduce the overall project's costs. It will advocate for some of the $230 million that the pro- vincial government has ear- marked to assist with natural gas expansion and conver- sion costs, he said. "Our goal is to use provin- cial funding to help our resi- dents offset their costs to switch to natural gas. In its ruling the OEB supports the use of provincial grants and loans for this purpose," Twolan said. McInnes. The gathering was in Shakespeare.
