Smith of Dryden and Smith, planning consultants, Kitchener, presented a compre- hensive .appraisal for a plan- ning program for the County a Huron. • The outline submitted includ- ed: physical features, such as geology, physiography, and top- ography, soils and land capabili- ty, climate and natural resourc- es; historical background; trans- portation and communication, population; economic base and development; housing; public services and utilities; land use studies, both urban and rural; schools; community facilities and services; parks; recreation and conservation; and local government. . "The development plan is meant to act'as• a general guide for the orderly and logical dev- elopment, of an area." Mr. Smith stated. •"By its very nature, such a plan is comprehensive in scope rather than detail. It pro- vides the necessary larger un- derstanding of planning prob: lems, the establishment of a framework within which ,to work and the assurance of con- tinuity and compatibility 'of lo- cal proposals." Mr. Smith advised that a full- time planning and development officer would be required to implement planning proposals. He estimated that the .cost of the study, analysis anti draft plan preparation, as outlined in the appraisal, would range be- tween $55,000 and $60,000 spread over 18 months of the contract Final costs, however, could not be fixed accurately until a de- tailed. program has been agreed upon between the County • of Huron and the consultants. The report Concluded: (1) that a planning program is vital to the -future growth and devel- opment of the County- of Huron and its 'municipalities; (2) that this program should be under- taken as soon as possible; (3) tliat only the County has the re- sources required; (4) that costs involved are, minor in relation- ship to the costs, both financial and social of an uncontrolled and unguided growth; (5) that the emphasis must be toward positive rather than negative ,programs of control; (6) that implementation undoubtedly will require at least one addi- tion to the permanent staff•of the County, and that reorganiz- ation of municipal functions..be- tWeen the county and its mem ber municipalities may be in- dicated. Reverend,- Father Olinsky of- ficiated. Mr. Edward Castledine was 'Soloist, accompanied, by Mr. John B. Younger of Oakville. The bride, given in Marriage by her father, chose a floor - length gown of French crepe, straight skirt draped from a lace yoke, long lace sleeves, a full length train 'falling from the yoke of French crepe. Her headdress of flowers and seed pearls held a boufant shoulder length veil and she carried red roses., Maid of honor was Miss Kaye Charters of London and brides- maids were Mrs. Robert Liley, sister of the bride and Kathy McKenna, -sister of the -grown, wearing identical gowns of Cran- berry sheer over taffeta, empire waistline, Velvet top, short sleeves, with sheer train falling from the neckline. Their head- dresses were cranberry wedding ring, with short veil and car- ried.a cascade of white mums. Best man was Mr. Debnis Dunn and guests were ushered by Mr. Keith Thorton and Mr. Paul 'McKenna. FolloWing the wedding, a dinner was held at the Knights' of Columbus Hall with the rec- eption later at the home of the bride's sister, Mrs. Robert Liley, Sandhurst Drive. The bride's mother received- in a dress of jade green lace over taffeta, matching velvet and feather hat with brown 'accessories and a corsage of yellow and white mums. The groom's mother chose, blue ,brocade with navy accessories and corsage of pink mums. For their -wedding trip, the bride chose a white wool dress with brown_accessories. The couple will ride in Oakville. Guests -were present from Peterborough, Welland, London, Kitchner and Seaforth:. Prior to her marriage the bride was entertained at a mis- cellaneous .shower ,given.. by Mrs. Helen Thomson as hostess, assisted by Marilyn Acheson, Oakville. A surprise shower, given by Jam Jerimea and Joy Dunn and another shower given by Mrs. Gerry Cobper, Seaforth, assisted by Miss Kaye.
