Council' Meeting in Ooderich,
to have $W remaining ht the

back to...the 'County of Huron
Or used in a charitable way -
His proposal was flatly re-
jected by a recorded vote of
314, Boyle's being the only
negativelpher.
The section, of the Wardens
and•Personnel committee report
intiblved adlopted on thrs divi-
sion, was as follows:
"During 1967, - two short , bus
trips 'were taheri. However,
there are funds still available
in the bus tour budget. The
cbmmittee agreed and recom-
mends- to County Council that
any funds available from this
budget allocation be -used to
offset costs in connection with
the trip to Montreal."
The trip to Montreal„ -to Expo
67 by most of the 'members of
Huron County Council in the
latter part of September.
Everett Mallwain, , Goderich
Township, chairman of the com-
mittee, defended the action of
his committee in recommend-
ing that the budget be used to
help pay transportation costs
of the members to Montreal. He
said ' that for years County
Council had budgeted $500 for
educational trips for council
members and that. the Expo
trip came under this heading.
Other years the budget had
been used up in plowing match
and university bus trips car-
rying members where they had
been invited.
Clarence Boyle, Exeter, start-
ed the discussion going after
the report had been read.
"What is the residue in the,
bus trip budget that you want
to turn over to the Montreal
trip?" he asked.
Warden McKenzie, Ashfield,
replied: "$340 carried' over."
"I favor turning it over to
the. County Treasurer for the
benefit of the County rather
than go to help pay the bus
trip to Montreal," Mr. Boyle
declared
At this juncture, it was de-
cided to consider the report in
.Seaforth, in the chair.
Leroy Thiel, Zurich, lett the
discussion. He said he had been
asked by the press to clarify a
discussion .which had taken
place in County Co.uncil•Ct the
June Session when the matter

volved.
Everett Mellwain, Goderieb
Townshipcommittee chairman,'
said some councillor suggested
one day's pay or two days' pay
for the Montreal trip. "That we
couldn't see," he declared.
Reeve Boyle suggested the
$340 involved could be used as
a grant to some worthwhile
charitable project like -the, crip-
pled children.
• Mr. Boyle stated that the
point was that next February
when Council starts to think
about budgets; it should con-
sider. revising items like this
.$500 ,for bus trips.
On recommendation, of the
Warden's and Personnel com-
mittee, Hugh Flynn, now reeve
of Hullett, was delegated to re-
place Clare Vincent on the Ag-

committee and -on the Child-
ren's Aid County committee_
The committee recommended
that Council not concur in, a
proposal of the United Counties
.Council of Prescott and Russell
to request permission from the
Province of Ontario to increase
allowances of members both on

basis. The -recorded vote was

budget to the Montreal trip.
"It is not the dollars involved
here; WU the principlethat is
at stake," Thiel deelared.
L P. Alpxander, Winghara,
said he could see nothing
wrong with it.
Clerk -Treasurer J. G. Berry
stated that no formal action had
been taken at the June session
by County Council and intimat-
ed that the press had left the
impression that the County of
Huron was going to pay for the
trip of County Councillors tO
Montreal in, Septentber.
(Officials eontacted at that
time by the Expositor said
that while arrangements for the
trip. were being co-ordinated at
the county level, all costs invol-
ved including transportationand
acCOmmodation would be cov-
ered by those taking part. This
was reported by the Expositor
in the story of the June meet-
ing.)
Warden McKenzie said that
$500 had been set aside for
years now. Two trips had been
taken to university this, year,
and that was the money that
was left. The Clerk added that
other trips had been taken.
H. B, Such, Goderich, contri-
buted his argument. "H this
money is set aside each year
for educational purposes, we
can justify, that this trip.,to
Montreal was for educational
purposeS?-•A trip to Expo may
well be determined as an edu-,
catiOnal trip, whether We went
by bus trip sponsored by the
County or on, our own." "
"Still in all the funds are set
aside for educational Purposes
of the County Council. They are
not taking the funds of the tax-
payers."
