r Officials in ullett
(By Keith Rouleton) _crease until the municipal esye- vious to, that he had worked for
t1101$ meant a big' shake-up
for the council but these things
'blivo to happen." That was the
way Clare Vincent described
the three-way shift that made
him the new clerk -treasurer of
gullett Township.
• The shuffle was precipitated
when former clerk Harry Teb-
butt resigned his position.
Reeve (Mare Vincent decided to
seek the vacant position as clerk -
treasurer. He resigned as reeve,
leaving that position open. Then
councillor Hugh Flynn was ap-
pointed, tafill. the smut reeve's
chair.
And the shuffle is not over.
With Mr. Flynn taking over as
reeve there are now too few
couneillors. A fourth council.
lor must be appointed.
Asked why he' de.aided to,
step deem as reeve to take the
clerk's job Mr. Vincent said
"Thee job of reeve only goes
from' year to year, but the
clerk's job is more permanent.
Unless something drastic hap-
pens the clerk is very seldom
changed." -
"I would have liked to have
finished out the year as reeve,"
he said, "or even.spent several,
years as reeve but when the
chance comes youe have to take
Mr. Vincent was elected reeve
last November after ithe retire-
ment of Tom Leiper. He was un-
opposed for the position in last
year's election. All Members of
council were • also acclaimed
which brought up the problem
of filling the vacant council
seat: Normally the seat would
be filled by an unsuccessful can-
didate in the last election bin
since there were .no, candidates,
someone will have to be ap-
pointed to the position.
"People don't seem to be In-.
• terested in-. their. government
anymore," said Mr. Vincent.
"We only get .five or six peo-
ple at annual ratepayers' meet-
. , ings and since I was elected. we
•have ,only had two elections.",
• Mr. Vincent feels his exper-
ience.gained in seven years' set -
vice on. the council will help
him ,in his new jab. He alsa has
experience,. with the financial
side of the job since he serves
• as a part-time bookkeeper for
Radford's. Garage in Londes-
boro.
Mr. Tebbutt said he -quit be-
cause he was .having too inueh to
„
do. "You gather these part-time
job's," he said. "It got that Sun-
day wap just like any other day.
was hp at six o'clock in the
Morning at a typeveriter. Some-
• thing had to go."
Mr. Tebbutt as well as being
clerk -treasurer, helddown a
bookkeeping job at Manning's
Planing Mill in Blyth. He also
was treasurer of the Hullett
Township School *ma Board,
a committee •member of the,
Maitland • Valley Conservation'
Authority, a county appointee
to the ARDA committee and a
member of •the local cemetery
board.
When interviewed on Monday,
his -day off, he WAS enjoying the
shade bf the big Maple trees
around his home. "This .is the
first time I've ever had a day
to relax in the last twenty
years," he said.
Asked Why he decided to
give up the clerk's jbb rather
than one of his others, he re-
plied "The increasing pressure
on the clerk -treasurer makes, it
almost a full-time job and the
remuneration the council is
willing to pay, cannot make .up
for the time consumed."
Mr. Tebbutt who has. served'
as clerk -treasurer since 1958
said he has, seen the pr-essures
increasing during the years and
sees no relief in sight. "The
pressures will continue to in-
•
;tem 1.5 overhauled," he ,said.
He forse,es the -day when the
government wili be oreed
adopt larger units, more like
the metropolitan system used.
in Toronto. "Only then will the
situation for local municipal
°Meals improve."
Reeve Flynn sees no major
problems ahead in his new job,
as reeve of the township. "Most
of the year's business has al-
ready been taken care of," he
said, "and it is more' a matter
of filling the position for the
rest of the year,"
, Like Mr, Vincent, Reeve
Flynn comes to his new. job
with plenty of experience. He
is serving in his eighth year
on Council, being elected when
he was only 23 years old. Pre -
the roads department- for two
years and hente he knows the
job from all angles. "I reale
have ten years experience with
.the council to help me"
M. Flynn ran or reeve sev-
eral years ago, but was. defeat-
ed, Now as member with most
eaperience •on the council he
was chosen as reeve.
The fourth councillor will be
appointed by the council at a
meeting next Monday. "We'll
get together and select a per-
son, then send him a letter and
he will have len days to accept
• or refuse the poeteieen" said Mr.
Flynn.
Helping him solve the prob-
leni will be present councillors,
Len Aehambault, Charles Scan-
lon and, Donald Buchanan.
