Problem County Engineer James W Britnell informed Huron Coun- ty Council in. Goderich, last week that additional s_a£ety pre- cautions and,.•methods have been and ars being adopted by the County Roads organization to minimize the danger of another fatal accident on the County Roads System similar to the one that occurred on County Road 27 on May 15, when John Taylor Creighton, 65 -year-old flagman, Blyth, was fatally in- jured. Mr. • Britnell described the difficulties involved in select- ing personnel for such a job as flagman, but stated that action had been taken to prevent a reoccurrance by, distributing safety memoranda to all, em- ployees and urging them to wear proper safety equipment at all times. The human factor was important, he, pointed out. "The Huron County Highways Department: has always' attemp- ted to provide such safety equipment and instructions re- quired to protect the employees and is continuing this practice," Mr. Britnell stated. "We have initiated a series ,of lectures. sponsored by the Construction. Safety Association." The Engineer reported: "It would appear from information gathered ' by all investigations ' (Ontario Department of Labour, Construction Safety Association, Workmen's Co►pensation Board and Ontario Provincial Police), that the flagman did not heed the instructions of his foreman and instead of remaining 300 feet away from the site of the actual work, he- moved down closer to the project and step- ped backwards into the path of the motor grader ,which -was backing up- at the tie."' Mr. Britnell read to Council the verdictof the coroner's jury at' an inquest held' in the Court House, Goderich, June 16: "Road grader driven by Mr. ,G. Miller passing over his body causing multiple injuries to ab- domen. We, the jury, attach no blame to the grader operator, Mr. Gordon Miller. We, the jury, -recommend that the flagman be fully -trained in this type of wor . and also be required to have a physical examination be- fore they areemployed." Berry Kinted 'Alt, however,' that there' is concern for certain areas of financing in 1967,'notably Hur- on County Library, operational account of Huronview, and Building account -at Huron -view. The year 1967 is. the first. year• of operation of Huron County Library as a unit and the Board has run into. various problems which had not been anticipated originally. ;He pointed out that the Board has made every ef- fort to stay within the budget,. yet at the same time to give service to all libraries. With the opening of the new wing, the Huronview budget for operational purposes is expand- ing. In'addition to the new wing,-, there have been labour nego- tiations as the result of the formation of two unions. Mr. Berry pointed out that with reference to the building account itself, Huronview fin- ances are in-ances.are running very close to the line, with one of the main items increasing costs • being furnishings. He Said' that the cost of these furnishings had increased considerably from the time of 'preparing the origi- nal estimates some two years ago.
