Tivron County Council, at its
June Session in ,Goderich last
week, attempted to `"cleat up"
any "misunderstanding" that
might have existed during the
time of the tornado which
struck the southern parts of
the Counties of Huron and
Perth this spring, and to "clari-
fy" ' the role of EMO in the
county.

Township;` ' chairman of the
Warden's and Personnel' eom-
mittee, charged with the res-
ponsibility of clarifying what
seemed to be a murky situa-
tion, told the Council that even
in committee there did not
seem to be full agreement as
to the status of Emergency
Measures Organization in the
County of Huron.
' "The members of the commit-
tee feel that• we -should clarify
our stand in this county, and
hope the newspapers publish a
full report of this for- the in-
formation of the ratepayers of
the County," he declared:..
"There was a little misunder-
standing during the time of the
tornado,( and there was some
criticsm of the County of Hur-
on. We : think this should be
cleared up with „a testament
of policy."
The comihittee report, as
signed by,Mr.•Mcllwain and ad-
opted unanimously by County
Council, was as follows: ,
. "The Committee feels that
the functions of the Emergency
Measures, asfar, as -the County
of Huron is concerned, .should
be clarified to avoid any mis-
understanding." ' . -
`Basically, .the County stayed
in the Emergency Measures
programme to avoid having to
repay monies to the Province of
Ontario for equipment which
was on hand. When it was de-
cided last year to surtail the
Emergency Measures program-
me, the initial thought was • to
disband the organization com-
pletely; however, upon further
investigation, it was discovered
that a more reasonable approach
would 'be , to curtail the pro-
gramme but at the same time
to appoint an Acting Coordina-
tor.
"As - it stands at • the present
time, the Emergency Measures
department has a small amount
of equipment which could be
made available under certain
circumstances.: This equipment
is very limited in scope."
"However, one •feature of re-
taining this organization, allows
for possible assistance through
other channels. In the event of
an emergency it is possible that
_assistance can be • secured
through the Emergency 1VIea-
sures• Branch. On ,the other
,hand, as was the. ease recently,
assistance was secured through
the efforts of our. Huron Coun-
ty Road. Department."
The committee's policy' was
outlined in the report:
"The committee feels that in
future, ',when an emergency
arises where- outside a$sistance
-might be required, the reeve
-of the municipality or a res-
ponsible' official', should con-
tact the Warden; the Warden,
in turn, should contact the Act-
ing Co-ordinator to- determine
what action, if any, can be tak-
en."
"As arrangements stand at
the present °time,only the War-
den has authority to take neces-
sary action- •regarding -an em-
ergency. The Warden, at the
same time, will instruct- the
Co-ordinator as to what func-
tions he is to carry out or
what other duties he is to con-
tinue."
"Another factor in favour 'of
retaining the Emergency Mea-
sures programme was to allow
the continuance of Auxiliary
Police. Some of the' municipal-
ities are taking advantage of
this programme. The main bene-
fit' of carrying out the Auxiliary
Police programme through the
Emergency Measures Organiza-
tion, is to allow- for • subsidy on
purchasing uniforms, etc."
"There is one' other point
with regard . to the Emergency
Measures Organization in that
when funds are available, cer-
tain fire fighting equipment -
