rial, -educational complex which
will serve as- a pilot project for
regional development.

urer C. S. McNaughton follow-
ing
ollowin'g cabinet decision.
The 767 -acre former RCAF
base has the potential of pump-
ing a minimum` annual payroll
of $11,000,000 into the rural
economy of Huron, Middlesex
and surrounding -counties, ac-
cording to a management con-
sultant's report on which 'the
cabinet decision was based.

Expo -67 is bound to' put heavy pressure
on accommodations in Montreal. Never-
theless, LOGEXPO, the official Expo 67
accommodation bureau, assures every
visitor a place to stay.
At peak periods you may not be able to
get certain kinds of accommodation-,
downtown hotel rooms, for example, But
even at these times, there will be suffi-
cient alternative accommodation for
everyone.
Over 79,000 rooms are available in all:
private Homes-: Over 30,000 hospitable
Montrealers are welcoming visitors into their
homes. RATES: from 88 to 814 a dayfortwo peo-
• (flee, $10 to $18 for three, or 812 to 822 for four.
Efficiency Apartments, with. kitchen faci-

town hotels during some periods, also in resort
hotels within easy reach of Expo 67. RATES:

and Kellogg Ltd., to conduct a
feaSability study on the base,
which was de -activated July 13,
1966 ,
The report strongly recom-
mended purchase of the base
by the provincial governhnent
do capitalize on its potential for
improving the •economic status
off the area, which is primatily
a farming community.
"The County of .Huron, nor-
thern part of Middlesex and
surrounding districts have not
shared in many of the advant-
ages that have accruedto other
sections of Southwestern Ontar-
io", said Mr. McNaughton, who
is a member of the Legislature
for 'Huron.
"Careful estimates indicate
that the economy' will..suffer_a.
loss of some $5,000,000 annually.;
by the de -activation of CFB
Centralia." '
The treasurer said the .pro-
posed industrial park would
help to balance the local econ-
omy and provide 'a growing
source of . employment for peo-
ple in the area.
Even at a low-level develop-
ment, the consultants estimate
the park has the potential of
creating 2,250 jobs.

considered a "pilot project." .in
regional development.
"This provides •ust with anoth-
er facet for our extended re-
gional promotion program and
it's directly related to the gov-
ernment's 'Design for Develop-
ment' ,policy tanncunted last
year by economics and develop-
ment `minister, the lion. Stan-
ley J. Randall."
The consultantsinvestigated
several U.S. industrial parks,
created out of abandoned de-
fence establishments, and their
report was enthusiastic aver the
possibilities of similar promo-
tion at Centralia. ,
They said the government's
development corporation was
the only agency • which could
undertake the project.
The report proposed a five -
zone development for optium
land use, promoted by a full-
time manager and superinten-
dent:
• An airfield of 375 acres,
with the existing three runways
to handle small business and
private aircraft and to take ad-
vantage -of the increasing use of
flying by business executives.
• An educational area in the
northeastern see'tion, containing
the instructional 'facilities of
the former base,the 'officers'
mess (for a student -faculty re-
creational centre), and" the ar-
ena, curling rink and swimming
pool in the nearby industrial
area, capable of handling 400
to 500 students.
• Main industrial area,. basic-
ally the western half of the pro•
perty up to the airfield; which
includes seven hangars with
42,000 square feet of floor space
each, for light manufacturing
and warehousing.
• Industrial expansion area,
south of the sewage treatment
plant on the ,east side where
the track and ball diamond now
stand. -
• The existing residential ar-
ea of 135 acres which contains
363 family dwelling units and
the J, A. D. -McCurdy school-.
The consultants say the first
major occupant of the complex.
should be large .and attractive
fir.m which would serve as -a
lead company to -set the tone
and draw . other desirable ten-
ants.
The base at Centralia, the
report noted, offeis the major
facilities ' for development of
industry, including housing,
water and sewage systems, rail
and road transportation.
The consultants stressed that
the Centralia Park could pro-
vide a growth centre far the
area, which would assist in re-
gional development -in the most
practical way passible.
Tens of thousands. of Western
Ontario residents became fam-
iliar with the former RCAF
Station Centralia when it held
spectacular -air force dray, de-
monstrations for the public.

The very real problem of
whether a government can to-
day govern with' the consent of
the people. is at_'the root of the
political unrest in Canada,
Britian, France. and even the
United States. •
In all four.of these advanced,
countries, • the policies of the
various governments appear in
many respect's' to be at odds
with the desires .of the people.
In. two of the countries
Canada and France the
voters`- have. failed _to. give
significant. support 'to the
administration.- Canada has
had to put up with a minority
government since 1963, - first
of Conservative coloring, later
of Liberal, In France, recent
elections there saw the voters
turn to a variety of opposition
parties,' . none of which are
capdble of governing the
country.
It is true that i the United
States voted heavily for 'one
1964 presidential election, Lyn-
don Johnson won one of the
greatest victories in American.
history, and set about to build
a Great ,Society 'within a com-
mon ooncensus Of . what the
people.wanted done. -
The goal 'of a great new
Johnsonian democracy that
wouldr lead the world in an
assault on man's age-old prob-
lems, of. disease and unequality
has unfortunately fallen dis-
mally short of reality.
Two years after the Repub-
lican party's debacle of 1964,
the anti -Johnson feeling had
spread so ' widely , that. the Re-
publicans were` able to make
widegains in the 1966 CQn-
gressional elections..
While few observers have
yet gone so far as to predict-
that 7Mr. Johnson could be de-
feated in 1968, the main rea-
son they have -,not is simply
that the Republicans don't
seem to be able 'to produce
anyone with the experience
and the appeal to replace him.
Much the same' situation pre-
vails in ' Canada, where the
public's aeceptanee or rejec-
tion of the Pearson govern -
Ment will be partially tested in
five by-elections May 29.
All of the seats were held by
Liberals and as four of them
are 'in Quebec, there is every
likelihood of 'the Liberals re-
taining them. The fifth seat,
however, is in Sudbury and in
that industrial and union town,
the. NDP i5' regarded' as having
alt excellent chance, of picking
off the riding.
In Britain, the reigning La-
bor party' recently suffered a
severe setbaelt when the Con-
.Servatives captured tondon's
Ideal government in pn of the.
biggest d'oihestic upsets of a
generation. •
• 011 a iiatiOnaj level, `it is true
that MOW ,Wilton's Laborites
enjoy .a comfortable •• majority
in the House of 'Commons. But
Mr. Wilson has to contend con-
stantly with a rebellious . left
wing which could desert him
at a moment's notice if the war
in Viet Nam, -for instance,
should suddenly escalate dra-
m•atically. '
In " addition, Britain faces
such severe economic .prob-
lems that they may well be
beyond the ability of either
the Labor . or Conservative par-
ties of solution.. '•
A recent feature. of western ,
European ` government
which has seen country after
country faced with minority
rule — has been to bring the
opposition into the councils of
power. Both West ' Germany
and Italy have coalition govern•
ments between "once -bitter ide-
ological enemies.
In showing,: an ability to
reach a common • agreement,
such parties as West Ger-„
many's conservative Chritian
Democrats'' and • its socialistic
Social Democrats, are virtually
admitting that . efficient -and
democratic government cannot
be achieved by hewing to • the
old party lines.
In Germany and Italy r=te and
•to a similar degree in the Unit-
ed, States — the governing
groups reflect a wide range of
political view, from radical to
conservative.
• In view of these develop-
ments, the continued cry of.
se'me Canadian politicians. to
split the country along purely
political lines, sound more and
more -"outdated.
Whether it is' Social Credit's
Ernest Manning in Alberta, or
the Conservative party's Dal-
ton Camp in Ontaria, both
have missed the, main lesson of
20th century political develop-
