Looking back on the first thirty-nine days of the 196? ses-
sion of the provincial Legislature, the obvious high point was the
maiden budget statement by the Proyincial' Treasurer, Charles
MacNaughton.
AS an election -year document; it was an 'attractive budget:
there were no tax increases this time and there were expanded
services for almost every section of the economy — made possible
by increased provincial revenues, The only real losers were the
homeowners of the province, many of whom must face substan-
tial increases in education costs this year.
Although recent increases in education grants --- up to
three hundred per cent - have been made to communities in
Northern Ontario, the government maintains it can't commit it-
self to any major municipal -provincial tax adjustment policy un-
til it sees the 'eeommendations of the provincially -appointed
Smith Committee on Taxation, expected to be made public some
time in May. The .fact of the matter is that, by any standard
the present share of education coats carried • by municipal home-
owners is enequitable. If the provincial government were to as-
sume more of these costs, substantial savings could be effected
and municipal governments would be. free to pass on tax cuts
to homeowners and to proceed with the much-needed programs
that have had to be shelved to pay for education. The laxation
relief at the local level could be transformed into new assistance
for farmers and for our senior citizens.

• Many programs postponed by municipalities relate to the
development of land for housing construction. During this ses-
sion,, the government made public details of its proposed H.O.M.E.
Plan (Home Ownership Made Easy), and by and large, it's -tea
commendable scheme which will help solve the current housing
crisis in the province. However, H.O.M.E, doesn't help mtinici-
palities to provide the sewer and water mains that will open
up raw land for private housing development.
In welfare, the provincial government has completed ar-
rangements with Ottawa for implementation of the Canada As-
sistance Act — which will mean payments under most of the
province's welfare programs will be made on the basis of need.
It's a progressive step in one—et-the' most -important -fields of -
public responsibility — the provision of `funds` and advice to re-'
neve human suffering. 'But, before jumping to the conclusion
that we have eliminated hardship through welfare payments, we
should reflect on the fact that in Ontario 37 per cent of rural
dwellings haven't got hot and cold water; 35 percent Lack flush
toilets; 48 per cent are without. furnaces; and nine per .cent
without refrigeration.
