and Chambers can truly be called the
conscience and the will of their com-
munities. The conscience to pee and rec-
ognize the needs of the community and
the will to take"effective action. It has.
been well said that a community is poor
in purse and in purpose that hasnot a
strong vital and active Board of Trade
or Chamber of Commerce.
