The budget of Huron County
Health Unit, as proposed• origi-
nally,
riginally, amounted to $180,250, ap-
proximately $41,000 more than
a year ago,' which would have
gone principally to finance the
proposed new features of the
County Health Service.,
The report of the Board of
Health received-preliihinary dis-
cussion at Monday's session and
was laid 'over fer one day for
A. Evans, Medical Officer of
Health•for the County., and chief
proponent of the schemes, was
asked to appear again before
Council, to answer any ques-
tions members might like to
ask.
Stewart Procter, Morris, took
the chair for discussion of the
Board of Health report, clause
by clause.
Dr, Evans answered a wide
variety of questions and, gave
a very comprehensive and in-
formative comment "on the that
ters under discussion.
At the suggestion of H. B.
Such, Reeve of Goderich (town),
the County Council passed a
resolution requesting a more de-
tailed study of both proposed
programs and report back in
due course.
Huron County Board of Health
presented a 1967 budget to Coun-
ty Council, amounting to $180,-
250, at Monday's session, a fig-
ure which the County and Prov-
ince of Ontario would share on
an equal basis if adopted.
Budget total is approxinria -
ly $40;000 or nearly 30 per cen
over actual expenditures in
1966.
Main reasons for the request
by the Board of Health for the
hefty increase ,are allowance
for the expansion of the geria-
tric service, and inauguration
of a new mental health service.
A part=time psychiatrist and a
part-time psychologist would be
required.
The matter was not decided at
Monday's session, but a decision
was.. deferred until . Tuesday's
session after lull consideration
by County Councillors.
Borden Cook, Blyth, chairman
'of.the Board of Health, said
tht over and above the total
proposed budget would be, the
national health grant •, moneys
.which are made available to
the County and which provide
additional service at 100 per
cent recovery. This money.
woiLd be used for the proposed
expansion in the fields Men-
tioned. 4'

session,expfatning the need for
the ,increased services in the:
two field%' of geriatric service
and . community mental health.
He pointed out that in Huron
County, which he said ..has a
populatign of . about 50,000, the
number of persons 65 years .arid
over was about 5,000 or ten per
cent.
He observed that Canada was
approaching "an aging popula-
tion" which he described as "a
phenomenon of sophisticated
and advanced societies."
Dr: Evans declared that peo-
ple are living longer today, and
children's, diseases' are not
claiming as many lives as they
once did.
A second factor is the de-
clining desire of children to,
look after their aging parents.
A community mental health
service is required today more
than ever, he also observed.
To develop in these two fields,
the MOH proposed additional
staff . for the Huron County.
Board of Health to include a
part-time psychiatrist and a
part-time psychologist. •
Principal items in the 1967
budget of the Board, of Health
are: medical, $20,832; nursing,
$80,000; clerical, $13,125; oth-
er staff,, $22,692; employee ben-
efits, $8,000; travel, $18,500.
London Humane Society has
been requested to investigate
the possibility of establishing
a Humane Society for Huron
County.
Dr. Evans, MOH, was reported
asconcerned with regard to re-
duction in attendance at child
health clinics in recent months.
He also was reported to have
requested the Board of Haalth's
support in 'his proposal to re-
lease certain information., per-
taining to "the undoubted as-
sociation between the consump-
tion of tobacco, especially cig-
arettes and serious " and/or
fatal disease:.. The Board ap-
proved the action of the Medical
Officer of Health in his pro-
posed „campaign.
In connection with the expan-
sion of geriatric and mental
.health, services in Huron Coun-
ty, Herbert B. Such, . Reeve of
;Gp4erich, asked if these pro-
posed 'services would'result in
overlapping with the Ontario
Hospital.
Dr. Evans replied that there
was no .intention whatever of
overlapping.
Before the 20th century has
past .into -history, -ani telephone
user in Canada will be able to
telephone most points in the
world without the assistance of
an operator.
According to Bill Haysom of
the local Bell Telephone office,
groundwork for world-wide: dir-
ect dialing is being laid. Each
country has already been as-
signed a number under a global
plan approved by the Interna-
tionai, Telecommunications Un-
ion in Geneva.
- "At present,' Mr. •Haysom
said, "a limited version of trans-
oceanic dialing is. being con.%
ducted between New York and
London and it 'seems to be work-
ing very well." He pointed out
that one of the . present" prob-
lems in the way of complete
world dialing is the lack of dial
standardization. He explained
that in Britian, each • number
consists of three letters and
four digits, that dials in Den-
mark don't include. the letter
"W'", that Russian telephone ex-
changes use the Slavic alphabet,
and that dials on New Zealand
telephones have the numbers in
reverse order to that of ours. '
