DIEF TAKES A GAMBLE
A Conservative party leader-
ship convention, John Diefen-
baker said last week, should be
held as soon as possible. Any
further delay would spread
confusion within the party and
harm the interests of the na-
tion. '
.If nothing else, the Chief's
pronouncement caught anti-
Diefenbaker . Toailes, so off
guard they could do little but
mutter agreement, while plead-
ing for time,
Mr. Diefenbaker's surprising
readiness to accept the dictat
of the party's Ottawa meeting
that leadership be reviewed a
an early date did not, however,
indicate any readiness by him
to call it quits.
At 71, Mr. Diefenbaker ap-
pears determined to win anoth-
er Tory leadership convention
and lead the ' party into' yet
another general election.
He is apparently taking this
'course knowing full well the
risk- he -runs in being rejected,.
the consequence of which
would be to destroy M all in-
fluence he has id the party.
Yet rather than groom, a sue=
cessor, Mr. Diefenbaker appears
prepare& to take this absolute
risk, which can lead only to ei-
ther absolute vindication, or
absolute rejection.
The executive of the Con-
servatiVe ,national- committee
will meet in Toronto this week
end to reach a decision on
when and where to hold the
leadership convention.

the PC leadership himself,
needs mere time to marshall
his forces to complete his'
chief's political destruction.
It is for this reason that Mr.
Diefenbaker moved so quickly
in calling for an early conven-
tion. •
Every day Mr. Diefenbaker's
support slipi; away a little bit.
As the Conservative leader=
ship situation now stands, Mr.
Diefenbaker can probably go
into the leadership convention
assured of coming out in first
place on the first ballot.
But unless he wins a clear
majority, this will do him little
good. The bottom -ranking can-
didate will be dropped, another
vote will be held,, and 'so the
procedure will go until some-
one emerges with more than
half the votes of the ,conven-
tion.Th
e question which will sea
Mr, Diefenbaker's fate — and
perhaps that of the Conserve
tive party for another decade to
come — is whether anti'Diefen-
baker dissidents will be able to
rally around a single candidate.
Within hours of Mr. Diefen-
baker's challenge, ' former .jus-
tice minister Davie Fulton had
publicly declared his candidacy
by reminding Canadians that
he had always said he would be
available forthe next Conserva-
tive leadership convention.
While the Kamloops, B.C.,
lawyer thus got a leg -up on his
rivals,he is still far from the
role of crown prince or leading
contender, His diffident person-
ality, for one thing, makes it
difficult lot _all hut his closest
friends to work up much en-
thusiasm for him.
That role would probably go
to Ontario Premier John Ro-
barts except for one 4hing...The
Ontario Tories are pretty .well
committed to a provincial elec-
tion this Spring and it was for
this reason that Mr. Roberts
had to declare himself out of
the race. -
Had it been possible to delay
the Tory leadership convention
until next fall, it would have
been a safe guess that Mr. Ro-
barts could have swept the con-
vention on. thefirst ballot as-
suming of course, that he was
still premier of Ontario, .
In effectively cutting Robarts
out of the race by his• insist-
ence on an early convention (in
Other- words during or before.
the Ontario provincial elec-
tion), Mr. Diefenbaker may
have done nothing more than
force the Conservative party
into the arms of a less appeal-
ing leader.
Federal MPs such as Fulton
and George Hees, who will be in
the race, 'do not have the sup-
port of the Tory} federal caucus,
which is still firmly under Mr.
Diefenbaker's control.
Mr. Robarts rem s the only
prominent Conser e around
whom the party n rally. Un-
less Mr. Diefenbaker recognizes
this and decides to cooperate
with Roberts, -he may be doom-
ing the Conservatives to the
line of hopeless leadership
which dominated the party be-
tween 1935 and 1956.
