A GOOD DEBATE
Parliament is now debating
amendments to the National
Housing Act to enable, buyers
of older homes to obtain gov-
ernment -insured loans on the
same basis as NHA loans for
new houses.
Because debate in Ottawa has
seen so much partisan bicker-
ing in the past several sessions,
it is refreshing to note the high
standard of this debate, with
legislators earnestly tackling
'one of Canada's most pressing
social problems.
These excerpts from a recent
afternoon's speeches are of spe-
cial interest:
Labor Minister J. R. Nichol-
son: "Between Jan 1 and the
end of September, 75,727 new
dwellings were started in Can-
ada in urban. centres ... a de-
crease of 23 per cent. from
1965. Behind this slackened
production rate is the fact that
Canada -today is developing at a
pace exceeding any growth pe-
riod in our history.
. every dollar is at a
premium from the standpoint
of investment. In January the
government. raised the interest
.rate on mortgages from six and
one quarter per cent. to six and
three quarter per cent...
" there°are in this coun-
try many potential home buy-
ers who simply cannot afford
the luxury of new housing..
Many people are leaving the ru-
ral areas and moving into the
city. The Only hope these peo-
ple have of obtaining a house
of their own rather than living.
in rented quarters is to buy an
existing house and repair it.
There are many houses in all
parts of this country, some
built in the last century and
others in the first. decade or
two of this century which, if
modern heating, electrical and
plumbing systems were in-
stalled; would provide very
good homes for another 40 or
50 years."
J. R. Geays '(PC -Gaspe):
"There is' another factor which
has possibly'- contributed to the
reduction in the amount of con-
struction in the housing indus-
try. I refer to the 11 per cent.
sales tax which was imposed by
this government on building
materials. When 'you add the 11
per cent. sales.tax,.to the cost of
a house you are discouraging
many of these people who
would be able to own their own
homes . this'tax has contrib-
uted to inflation,"
Murdo Martin (NDP -Timmins):
"The record over the last 10
years or so indicates that every
amendment which has been
made to the housilact . . .
has. been , putting one patch•on
another patch. What we 'have
had has been a steady proces-
sion of booms and busts. They
have used housing as the num-
ber one weapon to bust the
boom or to boom the bust . . -
"We have created a bonanza
for speculators, real estate
agents, loan agencies and con-
tractors: But we have not
solved the housing problems.
The result has been that hous-
ing and shelter in this country
take more of the consumers dols
lar than they do in any other
country • in North America of
western Europe."
Robert Thompson (SC -Red
Deer): "There will be only
140,000 new units, built in Can-
ada in 1966... 110,000 short of
the nation's need. In Toronto
the average cost of a house sold
this year was $27,000. That is
up 22 per cent. over the last
year and a half. A hone of this
value is not only beyond the
ability to buy of the wage ear=
ner who receives less than
$5,000• a year; it is• available
onlyonly to those who actually earn
$10,000 or more per year. The
situation ... will soon become
one of our major problems in
Canada."
Davie Fulton (PC -Kamloops):
"We still have not made
adequate provisions for the
smaller communities which, be-
cause of the lack of convention-
al lending institutes in this
field, are almost entirely de-
pendent upon the direct lend-
ing activities of Central Mort-
gage and Housing Corp. These
communities have consistently
lagged behind. To refuse them
adequate attention now
means a further deterioration
in their relative position."
Robert Stanbury (Lib. -York
Scarboro): "By the turn of the
century about half of all Cana-
dians will probably live in only
nine huge cities. I urge the
government to treat the prob-
lems •of urban areas, the prob-
lems of housing, as matters of
the highest priority., -.I, believe
that in doing so it must recog-
nize that the cities are in fact
the new frontier of our coun
try."
