Supporting the committee re-
port, George Wonchy1 chairman!,
stated that it was unfortunate
this situation has arisen, "be-
cause somebody has to get
hurt". Council members -had
received copies of reports of
past meetings and "the commit-
tee hasn't been ,asleep". Opin-
ions had been voiced from all
sides. He denied press reports
which• refereed to a secret re-
port. "There never was a sec-
ret report,", he declared.
"Secondly, I didn't appreciate
quite a number of phone calls
at my place of work. State-
ments have been made that
you people fired a person before
the County Council session.
That is not true either."
Mr. Wonch said the public was
not interested in EMO and if
interested, would not take part,
leaving it all to elected officials.
Some think the problem might
be because of geographical lo-
cations.

ono is that Mr. Forbes, (the
co-ordinator) ;has not produced
an over-tt'<' programme for the
county. There are two sides to
.the story. Toronto is not alto•
get her satisfied with us, but I
am not altogether satisfied with
Toronto."
"Quite possibly, Mr. • Forbes
has tried hard. His exuberance
perhaps stepped on a few toes."
Mr. Wench recalled that
EMO• was proving its worth in
various ways in Canada such
as the Ottawa bridge collapse.
Duff Thompson, reeve of
Clinton, inquired if mutual fire
aid and auxiliaky police ' would
be continued under the present
proposal.
Clark -Treasurer J. G. Berry
said it could.
Alvin D. Smith, reeve of
Turnberry, asked if the com-
mittee was unanimous.
Chairman Wonch replied that
it was done in the proper -way
and was the unanimous think-
ing of the committee members.
Thomas Leiper, reeve of Hui -
lett, asked if funds would be
available under the proposed
plan.
Mr. Berry replied that they
would be -as long as the plan
received grants in the ordinary
way.
Duff Thompson said an em-
ergency could be by natural'
action or man-made action. He
wondered in the event of evac-
uation from larger centres, why
we should ,prepare plans.
Mr. Berry stated that it was
generally considered that this
area would • be the receiving
area for larger centres. It was
basically a plan to carry on the
functions of - government and
also help out the surrounding
area.
Mr. Wonch stated -that N. W.
Timmerman, director, EMO,.
said Huron County didn't have
a plan at all, We asked and
there was.no answer.
.Timmerman had stated that
Mr. Forbes had not cooperated
'with Toronto ' and he felt he,
never would. Mr. Wonch point-
ed out,
Mr. Hayter agreed but felt
Torohto had "sold us this EMO",
"Big army men came up here
with flashing uniforms to get
us to go into it." '
Elgin Thompson, • reeve of
Tuckersmith, -had the final word
in the debate:
"I don't think, a plan is nec-
essary in a place like Huron
County."
Discussion on the report took
35 minutes..
