Council spent the major por-
tion of the opening session
Monday discussing the report
of, the iniportant Road. Com-
mittee, headed by Reeve Don-
ald McKenzie, Ashfield.
Clause by clause considera-
tion of the report was request-
ed by Reeve Wilmer Hardy,
Colborne, after which it was
finally adopted as originally
presented, although one of the
clauses was questioned rather
severely and underwent a re-
corded vote of Council, losing
32-7.

Killop, appointed Deputy Reeve
Everett Mcllwain, Goderich
Township, to the chair, and
County Engineer James W.
Britnell piloted the report
through committee.
The controversial clause was
in connection with the "fair
wages" policy of the Ontario
Department of Labour for var-
ious parts of the Province. It
pointed out that all municipal
contracts, with an estimated
tender value in excess of
$35,000 awarded after July 1,
1966, must contain labour con-
ditions setting out the minimum
wage to be paid to every work-
man if the contract is to be
eligible- for subsidy.
Arguments set forth in the
resolution were that: the "fair
wage" for many classifications
of workmen is far in excess of
the rates being. paid in the
area: contractors would have to
pay "fair wage" ori all contracts
regardless of tender value:
these higher wages would af-
fect the labour market in the
entire area in all classes of in-
dustry; the municipalities were
not consulted by either the De-
partment of Labour nor the
Minister of Highways before
having the policy forced upon
them. "i -
"Therefore be it resolved
that the Council of the Coun-
ty of Huron strongly urges op-
tional at the discretion of the
road authority; and this resolu-
tion be forwarded to the Min-
ister of Highways, Ontario
Good Roads Association, and to
the Council of each County in
the Province.

it was "a little ridiculous' to
put such a resolution before the.

wage schedule called fon large
increases in the hourly rates.
Deputy Reeve Rev. •J. Philip.
Glendon, Exeter, speaking in
favour of the resolution, said
that the costs of living are go-
ing up for the workingman as
well as for the professional
man. '"We have jgst voted to
raise professional salaries, (re-
ferring to a prospective in-
crease of $1,000 to the County
Engineer).
Reeve Joseph Kerr, Wingham,
commented that all wages
would go up.
Reeve Borden Cook, Blyth,
said he didn't like the 'Depart.
ment of Labour saying what
you should pay.
Reeve Duff Thompson, Clin-
ton, said: "I fail to agree that
a third party can dictate to Me
what a fourth party should
pay. I can't buy this; it isn't
democratic."
"How long can we keep lab-
our if we don't keep in the
labour market?" asked Reeve
Boyle, Exeter. "I think the De-
partment of Highways is right
in- recommending fair • wages."
• The County Engineer reveal-
ed that the County of Huron
now pays $1.55 per hour for
common labour.
Reeve R. R. Jewell said the
Town of Goderich paid more
than.$2 per•hour -in the works
department.

posed rates under the "fair
wage" directive of the Depart-
ment of Highwaysr He stressed
the word "optional" in the res-
olution which was of great im-
portance, he said.

The report coiumented: "You
will notice, with feW excep-
tions, local contractors were
successful in securing the work,
in effect, this is pouring the.
tax dollars back into the econ-
omy of Huron County.
"As noted above, Contract
DR -759-2 for grading, granular
base and paving, was awarded
:to George' Radford Construc-
tion Limited, Blyth,. at a bid
price of $422,719.50. This was
the lowest of six bids,,with the
second at $448,647, and the
highest $533,262. This contract
includes grading from • Khiva
Corners to King's Highway 81.-
5.0 miles — and hot mix pav,
ing from Crediton to King's
.Highway 81 8.7 miles
and completes the project.

60 United Church leaders at-
tended the fifth annual Dynam-
ic Christian Fellowship held at
Goderich Summer School.
Rev. Higginbotham introduc-
ed the topic "The Church and
the World". The group was div-
ided into small discussion units
and.later assembled for a panel
discussion on science and faith
with Rev. • J. D. MacDonald,
Goderich in charge.
Rev. Hope Jackson led_ two
discussions. One concerned the
rural church and the other was
on vandalism in the communi-
ty.
