The presence . of scientific
Progressthus does not guaran-
tee that society will always_ de-
velop in the most favorable
manner..
This is especially true in Can-
ada, where little original scien-
tific research is done and where
the effects take longer to be
felt.
- The very top of the Canadian
power structure — the Estab-
lishment of top industrialists,
government and civil service
figures and select social leaders
— will always be largely self-
perpetuating.
Canadians have a responsi,
bility, however, to ensure that
the class structure is based on
merit and not on accidental cir-
cumstance of birth. The chief
social goal of the country
should be to guarantee upward
mobility within our economic
classes by helping the compe-
tent child rise 'frons the most
lowly of backgrounds.
This means more social work-
ers, more child guidance, and
elimination of all financial bar-
riers to higher education for
those of talent. When this has
been accomplished, the anat-
omy of Canada will match the
human resources available to
this country.
