Council Clears Grants For County Organizations County council at its March session authorized grants total- ling $21,114, of which $9,464 represented grants' to agricul- tural organizations. A donation that wasn't made provoked most debate; the finance committee recomni-ended, against assistance to the. Bluewater Rest Home, near Zurich, and was upheld on a 26-11 vote. Grants to the University of Western Ontario totalled $2,200, including. $1,000 for its build- ing fund. The University of Waterloo will get $1,000 in burs- aries.. -and $200 from scholar- ships. For Waterloo Lutheran University, $200 in bursaries was approved. .Guelph Univers- ity will get $300 for scholar- ships,,,and Western Ontario Ag- ricultural College' a $100 schol- arship. . These were recommended by the legislative and educational committee, and the chairman, Reeve C. E. Boyle, of Exeter, said: "The time has come when we have to take a look at these university grants, because ev- ery year more, are trying to get on the gravy train. We have to determine which is our home university, and I think the con - census of the majority of the committee was that the Uni- versity of Ontario and the Uni- versity of Waterloo will serve this county fully in all phases of education - engineering at Waterloo, law and medicine schools at Western. A capital grant of $1,500 to the Canadian National Institute for the Blind in connection .with a building in L-ondcri; was about the only addition to the usual grants in the finance report. Deputy Reeve Delbert Geiger, of Hay, suggested that county -council • "take--another.-•Jookat this building, which when com- pleted will be entirely out 'of the taxpayers' hands. The foun- ders deserve a lot of credit for their courage in starting it, and it would not be any more than fair if the county would make a gift over five years, or however they saw fit. We have so many people of an age now, with fix- ed incomes, who are going to find' it more difficult to carry on their own housekeeping, that we are going to need many more of these homes through- out the c6unty. I suggest a do- nation of $10,000 to this home, spread over three to five years." Speaking as a member of the finance committee, Rev. Philip Gandon, Exeter, said: "If we are going to make a grant, or gift to this home, there is no reason why a similar home can not be built in Wingham, 'Sea - forth or Goderich, and they would be entitled- to the same grant or gift, and as,. a county council we would have no con- trol over the mushrooming of these facilities." Deputy Reeve `W. J. 'Cuthill, Seaforth: "A lady has purchas- ed the old hospital in Seaforth and has not asked for assist- ance. I think if she found out we were giving money to the Bluewater Home., she Would." .Added Debenture Costs In his budget statement, Clerk -Treasurer Berry reported $62,775 in the reserve fund al- located for hospital purposes, which with $50,000 due from the county in 1966, makes $112,- 775. Owing to Wingham Hospi- tal is $65,000, and to Goderich Hospital $62,000, so it will be necessary to allocate $14,225; less interest earned, in the 1967 budget. "In '1967," Mr. Berry said, "we will be faced with additional debenture costs for the newad- dition at Huronview. It is hop- ed that a portion .of the reserve fund money set aside over the past few years can now be turn- ed towards assisting in the cost of this new debenture issue - although I do see in the paper that an addition to Clinton Hos- pital is planned."
