money come from except ad-
ditional taxation. Federal gov-
ernment expenditures increased
by five percent in 1965, over
seven percent in 1966 ani al-
most fourteen percent in 19q7.
To support this heavy spentling
'there has been increased taxa-
tion imposed on the Canadian
people and those who can af-
ford it least are carrying the
heaviest load. A married tax-
payer with two ,dependent chil-
dren earning $5,000 a year was
paying $275.00 in. income tax
two years ago and today he is
paying $376.00. Mr. Stanfield
has stated 'that a Conservative
government will investigate the
possibility of having the basic
exemption on income tax. rais-
ed to help those who can afford
the taxation the least. We are
also committed to the removal
of the eleven percent sales tax
on building materials to help
home construction anti- to pro-
vide jobs in the industry.
The Progressive Conservative
party is well aware that the Ag-
ricultural industry of Canada is
in serious difficulty today due
to very grave economic prob-
lems. These problems are the
result of changing trade pat-
terns and marketing methods,
new and evermore efficient pr.
duction techniques, greatly ac-
celerated production. costs, de.
creaging net return on labor and
capital investment, restricted
credit, higher interest rates and
finally lack of incentive or lead-
ership at the federal level with
regard to either short or long
range agricultural policy. For a
beginning a Conservative gov-
ernment will negotiate volun-
tary quotas on imports, and ap-
ply effective anti-dumping mea-
sures, establish a permanent
bureau of Eastern Agriculture
because many troublesome' pro-
blems in trade patterns surplus
arid dumping between provinces
lend themselves to solutions by
direct conferences between the
Federal minister, of gficu1ture
and provincial min$ters.
