The Reeve, Councillors and Ratepayers,
The Village of Hensall.
Dear Sirs:
We have completed an audit of the books aid accounts
of the Village of Hensall and various boards and commissions
of the Village for the year ending 31st December, 196.
The year's operations resulted in a deficit of $913.78
as detailed on Satement D. The accumulated surplus as at
31st December, 1967, was $44,847.28 as shown on Schedule C.
As indicated on Schedule 8, the spread of 5 mills be-
tween residential and commercial mill rates for general pur-
poses was not sufficient to benefit the residential taxpayers
for the full ametint of the 1967 per capita grant. In 1968, the
spread in mill rates should be increased to 11 mills to par-
tially correct the 1967 overlevy of $2,952.45 and pass the
benefit of the 1967 per capita grant to the residential tax-
payers.
-Additional assessment under Section 53 resulted in bee
creased taxes of $244.43. As at December 31st, 1967 the pub
lic school and high school boards had not been paid their
share of these additional taxes as required by the Assessment
Act.
The Public Utilities Conunission-Waterworks Depart-
Auditor'i Report

meat Incurred a deficit of 0,108.30 in 1967. With their cure
rent working position as presented on Schedule P4, a rise
in the water rates for the village would seem to be required.
We have appreciated the co-operation which we have
received from the officials of your village.
Subject to the above qualifications, we hereby report
that in our opinion:
(1) The financial transactions which have come under
our notice have been within the powers of the
municipality.
(2) The audit has been conducted in accordance with
the instructions of the Department of.Municipal
Affairs.
(3) The financial statements present fairly the finan-
cial position of the municipality as at 31st Dec-
ember, 1967, and the results of its operations for
the year ended on that date.
Respectfully submitted,
