and ROW: reports by Mrs. Nor-
man Dickert followed. The Top-
ic for the meeting 'Third Gener-
ation Christmas" was very cap-
ably given by Mrs. Harold Jones.

The Bar -B -Q will be held again
this year with the date to be de-
cided by the social committee.
The Congregational picnic will
take place on June 23rd. The
ladies also plan to send a Bale
before the end of May. IVIrs. Har-
vey Taylor requested Mrs. Kyle
to thank volunteers from Kippen
U. C. W who helped the Cancer
Society so.efficiently. Mrs. Alex
MelVfurtrie gave the courtesy rer
marks before ' the meeting cl-
osed with the Hymn. "Blest be
the Tie that Bines" Mrs. John
Sinclair conducted a contest be-
fore lunch.

QUEBEC THE KEY
To win the June 25 election,
the Conservative party must
gain more seats in Quebec while
holding the West. This is the
grand strategy which Tory lead-
er Robert Stanfield began to
bear down on .this week.
Following up the nomination
of Quebec consitutional expert
Maurice Faribault, the Conserv-
ative party showed signs of ben-
efitting from the support of
Quebec's governing Union Na-
tionale party. The UN, accord-
ing to reliable reports, was put-
ting party workers at the dis-
posal of PC candidates in many
ridings throughout Quebec. -
This came as no surprise in
view of the sharp rivalry be-
tween Liberal Prime Minister
Pierre Trudeau, and Quebec's
UN premier, Daniel Johnson.
Trudeau had Challenged
Johnson by declaring, 9 don't
think he'll risk humiliating de-
feat , by coming into the cam-
paign."
But it was probably not the
fear of a possible defeat which
,kept Johnson from playing an
active public role in the feder-
al election.
To do se, UN backers admit-
ted, would cast the party in the
role of 'recognizing the para-
mountcy of Ottawa in the prov-
ince's political affairs. The UN
prefers to limit its scope to
Quebec provincial politics, al-
though its sympathies federal-
ly obviously lie with the Con-
servatives.
This was pointed up when
Premier Johnson's economics
and constitutional adviser, busi-
nessman Maurice Faribault, ac
cepted Mr. Stanfield's invitation
to becioAe in effect, his French
Canadian deputy.
The aim is to add at least a
dozen seats to the eight the
Torries formerly held in Que-
bec, which sends 74 MPs to Ot-
tawa.
The Conservatives, hoping to
build up their own Quebec band-
wagon to counteract the person-
al magnetism of.Pierre Trucleau,
tried but failed to win over such
prominent Quebec personalities
as Montreal mayor Jean Dra-
peau and newspaper editor
Claude Ryan.
To back up their strategy of
winning more seats in Quebec
while holding Western Canada,
the Conservatives begarr to con-
centrate on putting together a
coalition of anti -Liberal forces.
In Quebec), this coalition drew
on conservative,minded politi-
cians active in the Union Na-
tionale party. In the West, the
Tories welcomed former Social
Credit leader Robert Thompson
with open arms, viewing him as
a potential Western deputy who
could help to fill John Diefen-'
baker's role as the champion of
the prairies.
While it was trite that Mr.
Diefenbaker was seeking re-
election, he told voters in Prince
Albert riding that lie was still
flatly opposed to ffie "two na-
tions" concept or any kind of a
special deal for Quebec. Mr.
Diefenbaker • thus set himself
quite apart from the official
PC policy in this election, which
is to, recognize Quebec as de-
serving of special powers.
The policy,while the key to
the PC new coalition, also
threatens to weaken the Con -

rights the Conservatives sought
for Quebec they sought for the
other provinces as well.
The coalition being put to-
gether piece by piece under the
Stanfield banner is thus a cal-
culated risk.
.in fact, it was an irony with-
out parallel in Canadian poli-
tics that the Conservatives, in
the election of 1968, would
seem like the defenders of Que-
bec's rights. The Liberals had
occupied this position under
Prime Minister Pearson, only to
move to a "one Canada" stand
under their new French Cana-
dian leader, Pierre Trudeau.
•As Mr. Trudeau told a meet-
ing of Montreal businessmen
"There is just one address for
the government of ' Canada —
Ottawa."
The Liberals brought Eric
Kierans, a former Quebec cabi-
net miriister, into theraceby
nominating him in Duvernay
riding near Montreal, to oppose
Quebec NDP leader Robert
Cliche. It was a battle of big
names in Quebec, the province
which will play as vital a role
as ever in selecting the govern-
ment of Canada for the next
four or five years.
