So said the English poet Wilfrid Scawen Blunt at the
turn ef the century. He was right. It is a great feeling to

outside Canada Would like to own a piece or this country.
The number ef acres of farmland now owned by
foreigners in Ontario is infinitesimal if word from the
Ontario Ministryof Agriculture and Food is true. A recent
OMAF report indicates that foreign ownership is far from,
'lege threat to the farming commonity.
Only three foreign -owners are listed for •Water100
County, t7 in Wellington, nine in Perth. - all Americans
39 in Bruce County, six parcels of land in Duffel -in, 19 in
Grey and so on.
In other wntds, it i$111 a problem. Yet.
Some farmers, especially in Huron County, are
concerned; net too worried yet but concerned. They want
an accurate !nettled of finding out the extent of foreign
ownership of farmlands. They intend to get statistics they
kw are accurate, take them to the Ontario Federation of
Agriculture and Use them to fight for legislation that could
prevent "foreigners" from buying up farm properties:
I'm of the opinion their fears are unjustified at this point
but perhaps now is the time to demand action before the
situation becomes serious.
... Certainly, when a closet -look was taken in the United
• States, researchers were surprised at the amount of land
now owned by people outside the U.S.A., especially the
number of acres owned by Canadians.
Some provinces in Canada already have legislation
which limits the amount of land which can be owned by
• outsiders. Prince Edward Island, for instance, restricts the
buying of property by non-residnets - and that means other
brick-
. to. the land

•and getting rid of a waste
product at the same time. .
The key nutrient of
• manure, nitrogen, should be
used more efficiently by

Manure contains two
nitrogen components that
fertilize the soil -
ammonium and organic
nitrogen. Ammonium is
more readily available to
• growing plants.
Research at the Elora Re-
search Station, 23 km (14
miles) north of Guelph,
indicates that when manure
is spread on soil, about 35
percent of the ammonium -
nitrogen is lost to the air in
five or six days.
• "To conserve nitrogen,
disc solid manure •into the
field as soon as possible
during spring •manure .re-
moval," advises Dr. Beau-
champ. "Energy savings are
considerable if manure is
• recycled efficiently."
A project, 'sponsored by
the Ontari Ministry of Agri-
culture and Food, involve
• trial tests of injecting liquid
manure into the soil. A small
liquid manure -Wagon is
equipped with a ,simple de
vice so that the liquid
manure runs down a tube
and into a tine that deposifs
it in the soil.

Quebec charges foreigners a 33 per cent surcharge tax
when they bus land. Ontario charges foreigners a 20 per
cent tax for recreational and .woodland purchases- bet
anyone eanhuy farmland.
-Saskatchewan litnits non-residents to no more than. 160
acres ef arable land. Manitoba and Alberta limit purchases
to 20 acres but there are exemptions for foreign
corporations or certain other developments.
British Columbia .refuses to sell Crown land to
foreigners but allows anyoneto buy other lands. However,
purchasers of farmland rnust keep it in production. Neva-
Secitia requires eut-of-province buyers to file disclosure
statements when property is bought, a good. way to keep 41
direct handle on -foreign ownership,
1 don't know what the answer is. It appears obvious that
foreign ownership is not yet a problem but those who
• should knew are certainly expressing concern. Whether
that concern is justified remains to be seen.
Perhaps it is time te explore the various types of
legislation across Canada and other parts of the free world.
Get the laws in Operation now before it becomes a
problem.
It -will be too late when the best land is in the hands of
those who may not care a hoot whether Canadians eat or
not.
