Bill Jarvis, the 48,year old Perth MP,
has been, named minister of state for
provincial federal relations by Prime
Minister Joe Clark, . who announced his
cabinet choices. on Monday.
The cabinet, which is younger than the
former cabinet, is dominated :by ministers
from Ontario; the • province where Joe
Clark's Tory party fared so well.
Mr. Jarviswill be taking over the
intergovernmental affairs portfolio at a time
when Canada is facing a national unity
crisis. In,order to preoare himself for the
ca -timet post, the Stratford lawyer has said
one of his first priorities will be to bone up on
his French.
Bill Jarvis willbe as mbmber of Clark's 12
member inner ' cabinet which will.', be
responsible for establishing• over-all
government priorities.. Other members of
the inner cabinet include Flora MacDonald'.
of Kingston, named as the external affairs
minister; Walter Baker of Ottawa, who will
be • minister of national . revenue and
government house leader and John Crosbie:'

interest to area residentSis John Wise 's
appointment as minister of agriculture: Mr.
,Wise, 43, is the MP for Elgin County and a
Yarmouth. Township dairy farmer. He has

been the Conservative agricultural critic for
the past three years • '
In addition to brushing up on his French,
Bill Jarvis will be 'doing a: good deal of
travelling in the next few months to meet his,
provincial counterparts and , lay the
groundwork for another federal -provincial
conference.
Mr. Jarvis' appointment to the cabinet
didn't come as a surprise, since the local'
member is known for his informed,
questionning in the House of Commons. The
politician is considered slightly- right •of
centre on the political spectrum since he has
favoured more power for the RCMP in the
past,: even.when the issue of danger to the
individual's civil liberties wasiaised, and he
favours capital punishment and is opposed
to abortion.
Mr. Jarvis was first elected to the House
of commons `in 1972. In 1977, he was
appointed critic for the solicitor general's
department by Joe Clark and often
presented the Tory viewpoint on the RCMP
security scandal on national newscasts.
John Miller, the 35 year old, principal of
Stratford's.Central Secondary:' School,: also
announced on Monday that he will resign
that position to 'become; executive' assistant
to Mr.'Jarvis;•- r • .
