He stated that the ministryhad spent 5617,000 since 1981-82.on the development of a computerized telephone data base, Telepac, without preparing a feasibility study orobtaining board approval as required by the Ontario Manual of Administration. • In addition,Yhe ministry awarded 581.300 in untendered contracts for a manpower planning program to Allan W.. Foster and Associates ' without obtaining the board's approval for an exemption from the tendering process. The committee passed a motion asking the.deputy minister, Alan Gordon, of the department to appear before the committee to answer questions on the contracts. it's been suggested that the former minister Doug Wiseman, was dumped from the portfolio because of a dispute with the deputy minister. Patrick Reid. Liberal chairman of the, committee, said "We're still not able to hold anyone accountable...it looks -to me like the minister got dumped for one reason or another, and the person responsible goes sailing along." The opposition have also called for an investigation into a SSO.000: contract awarded without tender by -the deputy minister to food vendor. Joe Dinely:' HATE LITERATURE callOpposition leader David Peterson has ed upon the federal government to amend eriniinal code provisions dealing with hate literature to allow prosecution of "known purveyorsof hate". He has also called upon the Ontario Attorney General, Roy :McMtir- - try, to seek the support of other provincial attorneys general in the fight against such . hate literature. The purveyors of hate in Ontario are known to authorities", he said, "but there is no available civil remedy in OntaHo against -the distributors 6f hate propagana". The Federal Justice Minister has acknow- ledged the "inadequitey" of -tire present law and hopes to proceed with legislative amendments in the near future. Mr. Peterson has conceded that theguestion of responsibil- ity for action is a difficult one "because it necessarily entails placing limits on one of the • very cornerstones of our tree democratic way of life - the freedom of expression." MINIMUM WAGE Ontario's 53.50 minimum wage will increase to 53.85 next March and to S4 an hour inber, according to the Minister of Labour ussell Ramsay. This is the first incrr{a in the minimum wage since October 1981. and will affect about 200.000 Ontario workers, most of them women. • Criticized on the inadequacy of the • increase. the minister said. "there was a real temptation to come up with a higher figure but the govetitment also had to consider the present high rates of unemployment. He felt that the increase represented a reasonable balance between the need to assist the minimum wage earners in keeping pace with the cost of living and the equally urgent need to maintain employment -oppor- tunities by ensuring that increases in the minimum wage do/not have a detrimental effect on employment levels. There are variations in the minimum for different types of work. Waiters and waitresses who serve liquor go from S3 to 53.50, students under 18 from 52.65 to 53.15, apprentices from 53-40 to 53.90, construction workers from 53.75 to 54.25 and domestics from 53. to $3-50.
