Principals in Perth County public schools
were given a guideline to, follow when there
is a dispute over child c ody when Perth
County Board of Educ hpn, approved a
policy regarding parental a ess to records
and children at its Nov. 15 eting.
"It's an unfortunate reality that we have
to have policies such as this," commented
Stratford trustee Paul Parlee.
Any parent may have access to a student's
records but sometimes, with increasing
divorce rates, schools are faced with
telephone or personal inquiries by a parent
who doesn't have custody of the child.
The policy states that no information is
given over the telephone and, if information
is wanted, it is suggested that the person
write to the board office. In cases where a
non-custodial parent arrives at the school
and demands possession of the child. the
other parent is contacted.
Other situations arise when a parent
arrives at the school to examine records. The
principal determines if access to records is
granted or not.
If there is a possibility of violence or use of .
force on the -pr o fdhe parent, the police are N
called
Director of education Paul Sherratt slid '
-'it is better to have a consistent routine"
when such situations occur.
In response to trustees' questions, Mr.
Sherratt said the purpose of the guideline is
not to deny access to the child. Instead, the
policy provides "breathing space" for
handling crisis situations.
