area. The board approved spending up 'to
57,000 to add to present school trip budgets.
Although the 1983 program is not yet over,,
teachers have praised highly the program
and UTRCA staff.

Dublin Trustee Jerry Murray appealed
to Hibbert township council Monday at
Staffa over the way meetings of village
trustees are being run.
Previously Mr. Murray had complained
to inspecting trustee Matt McCri-tght
concerning the method used to notify him
of the change in location of the September
meeting. As a result at the October
meeting Mt. McCreight asked for an
apology from Mr. Murray. Later at the
same meeting he threatened to have Mr.
Murray declared out -of -order and rethoved
from the meeting.

Murray, Hibbert Reeve Ivan Norris said
. the township could not get involved adding
that Mr. Murray and Mr. McCreight would
have to overlook their. differences. Reeve
Norris said he had discussed matters with
Mr. McCreight and was sure he would be
willing to co-operate.
After meeting with the council 'Mr.
Murray said when he was wrong he did hot'
hesitate to admit it. Mr. Murray added he
had received a letter from a ratepayer in
Dublin 'who wanted more information
about what the trustees"were doing. The
letter writer said they should all work
together, a sentiment with which Mr.
Murray said he agreed.

Arrests made in cattle
thefts may solve case

rustlers.
Police have recovered 41 head of cattle
valuved at S27.000.
The suspects appeared in Provincial Court.
Stiatford on Friday, Oct. 28. The case was
remanded until Monday. Nov. 28. when a bail
hearing will be had.
"There is no indication• the men were
farmers," says Mr. Beatty. "All the loose
ends should be completed by the next court
appearance."
Constable Larry McCurdy of Glencoe,
assisted with the investigation. It was
co-ordinated by Corporal N.M. Neal of
Mount Forest and Corporal Leo Sweeney of
London.
Two men, one from London and the
second from RR3, Glencoe were arrested by
Ontario Provincial Police in connection with
cattle thefts in south-western Ontario. The
arrest took place Wednesday. Oct. 26 at a
farm south of Hamilton.
"We are looking at tying in excess of 188
cattle valued at 3125.000. ' says Constable
Chtick Beatty of the Sebringville OPP. "1'm
not saying charges will be laid in connection
with acattle theft at the Frank Cronin farm in
St. Columban, but I feel it is tied in. We're at
the point of proving it now."
Eleven head of cattle, valued at SI1,000
were taken from a barn owned by Mr. Cronin
on Sept. 14. Since May. 10 farmers in the
Mount Forest district and five in the London

A public spirited citizen's request will
make Huron County Council consider its
dosed committee meeting policy.
Elsa Haydon of Goderich approached
county council at its Nov. 3 meeting asking
for a review of the policy whereby all its
standing committees such as road, property
and executive and local boards such as
health unit and Huronview are closed to the
public.
"My appeal to you concerns two points,
the direct relationship between your council
and 'local boards' and second, public access
to meetings of public bodies, said Mrs.
Haydon.
A 12 -year veteran of municipal business
and former councillor on Goderich town
council, the Goderich resident started
looking into the county's practise of closed
meetings after recently being asked to leave
a library board meeting. She has since sat in
an a planning board meeting, the only
committee or local board meeting that is
open to the public.

Haydon told council" "As I write two regular
columns In area publications, I understand
the question has arisen whether 1 address
you as an individual or as a front spokesman
for the press. That point is quite clear. When
I did not seek re-election last fall, the
Signal -Star Publishing (Goderich) manage-
ment offered me the same privilege and
courtesy as has been extended to our MPP
Jack Riddell. 1 am not employed by anybody.
1 am not answerable to anyone, but I do
abide by the code of professional respbnsl-
bi ity."
One member of council Exeter Reeve
William Mickle, spoke in favor of open
committee or local board meetings. He
suggested that council meet Mrs. Haydon's
diallenge to review its committee meeting
policy. The Exeter reeve added that if it is
impossible to open the meetings then the
county should ' explain to the public why".
Goderich Deputy Reeve Jim Britnell
questioned if -council is on solid legal ground
Stomitting the public. Warden Grant
irling said the Ministry of Municipal
Affairs indicated committees can be run as
"council sees fit".

Hay Township Reeve Lionel Wilder said
he is in favor of closed committee meetings
because "if we have the press or the public
at a committee meeting (subjects) will not be
discussed as thoroughly".
