while the 'entire farm com-
munity has been struggling to
survive, others have had little
encouragement to enter agri-
culture.'Indeed, the farmers
who have been in the most
serious financial difficulty in
recent years have been young
and starting farmer's. •
"The fact is every other
pprovince in Canada has a
bitter long-term agricultural
program for beginning farm-
ers. It is, 'therefore, inexcus-
able that the government has
taken so long to act and has
refused to make the program
retroactive.
"Once again, the govern-
ment has demonstrated that
the agricultual sector of our,
economy is, a matter of low
priority. We need only look to
the lastrovincial budget,
which offered farmers 135
millioniess'than a year ago.
Agricultural budgetary ex-
penditures this year are 1.09
per cent of total budgetary
spending, the same level as
two years ago.
"It is not a question of
whether there is sufficient
funds. to 'finance ambitious
agricultural programs. \The
money is there. The govern-
ment, in fact, hopes to collect
$533 million this year from
tobacco tax alone. Yet it is
spending only 8295 million on
the entire agricultural indus-
try. It is, therefore, a matter
of misplaced priorities.

sector of the provincial econ-
omy. We need a long-term
agricultural strategy which
will free our farmers from the
year-to-year uncertainty
which now prevails. The
present economic difficulties
faced by farmers is directly
related to the lack of direction
and commitment of the in-
dustry."
David Peterson stressed:
"Just as my Party promoted
the creation of a beginning
farmers assistance program,
my colleagues and I will
continue to press for actions
designed to cut farm bank-
ruptcies, preserve agricultur-
al land from further urban
encroachment and reduce the
province' dependence on im-
ported foodstuffs.
"We propose:
- Interest rate relief. Our
farm adjustment assistance
program guidelines relaxed
to allow producers with less
than 10 per cent equity to
apply. Subsidized interest
rates under OFAAP from 12
per cent down to 8 per cent.
- Capital cost assistance.
Establish a capital grants
program to provide up to
110,000 per farmer to im-
prove production facilities.
- Tile drainage. Provide 550
million per year in loans at 8
per cent rather than present
10 per cent interest for tile
drainages. Program should
cover 75 per cent' of work
rather than present 65 per
cent.
- Preservation of farm-
lands. Draft a farmers' Bill of
Rights to protect farming
from intrusion by non-farm
interests such as those which
have caused a million -acre
reduction in farmland in the
last ten years.
- Export assistance, import
substitution, Establish an
aggressive program of import
substitution to expand job
potential in agriculture indus-
try. Co-operate in the crea-
tion of Canagrex to improve
marketing of Canadian food
abroad.
- Human resources. In-
crease funding of agricultural
programs in institutions of
higher learning such as the
University of Guelph and
Ontario Veterinary College.
