Perth farmers talk
about Ferguson bill
Approximately 100 farmers from Perth
and the surrounding counties attended an
information meeting on Liberal MP, Ralph
Ferguson's controversial farm bill C-653. in
Mitchell April 5. Brigid Pyke, an executive
member of the Ontario Federation of
Agriculture (OFA), was on hand to help
explain the contents of the bill. now before a
Commons sub -committee on agriculture.
The bill has passed second reading in the
house.
"There is a lot of controversy and
dissension about this bill." Mrs. Pyke told
farmers.
She explained that much of the contro-
versy stems from confusion about the hill's
contents and a fear among farmers that if it
is passed. banking institutions will re-eval-
uate their lending criteria for farmers. She
also told the group that the OFA supports
the concept, however they are continuing
monitor amendments to the bill.
Mrs. Pyke feels that if the bill is passed it
will not affect lending practices.

Mrs. Pyke told the farmers that at the
time of filing a proposal, an official receiver
would be appointed to act as trustee of the
farm operation. She explained that this
would protect both the interests of the
farmer and the creditor.
.'he bill goes on to explain the rights of
the farmer, creditors and the court during
proposal proceedings. She told farmers that
information on the bill and copies of it can

Logan taxes up 4 per cent
Logan Township Council
held several meetings re-
cently and dealt with the
following items of business:
The council approved the
1983 road budget. The esti-
mated expenditures for road
construction were 5189,000.
and the estimated expendi-
tures for road maintenance
were 5208,500. making a
total of 5397,500. This bud-
get includes the cost of
surface treating 6'/. miles of
road in 1983 and the re-
placement of the three-
quarter ton truck.
A proposed 1983 'budget
for township purposes was
tabled. After some revisions
by the council, the final
figure will result in a two mill
increase for township pur-
poses including the roads.
This will result in a 4.1%
increase which is well within
the provincial guidelines.
Two wills will amount to 514
increase on a residental
public property with a
57,000. assessment - for
township purposes. The
county mill rate will increase
slightly over two mills and the
education rate will be deter-
mined at a later date.
Included, in the township
budget i 545,000., the bal-
ance of the cost of aquiring
the gravel pit in McKillop
Township (540,000. has al-
ready been, paid) and
516,000. to be allocated to _
reserves for equipment re-
placement (a fire truck in the
Mitchell Fire Area has been
mentioned). These rates will
be formally adopted by by-
law at a later date.
The Township of Logan
and the Township of McKil-
, lop have gntered into an
agreement Which sets out the
terms and conditions which
permit Logan to acquire
lands and operate a gravel
pit for municipal purposes
only at part of lot 12,
concession 13 of the Town-
ship of McKillop. This will
guarantee Logan a supply of
gravel for years to come.
The council approved tile
drainage loan applications
affecting 12 properties with
the estimated loans totalling
5110,600.
A by-law was passed con-
veying a small parcel of land
back to the farm in which it is
situated at lot 31, concession
