balance of funds not required by the
Blyth District Fire Board, and will be ;put
into a reserve designating such monies, as
a reserve for capital expenditures for fire
equipment.

they were hardly acknowledged,"conclud-
ed Van Den Broeck.
"The fact is that students do .come to
Grade 9 with definite ability levels. De-
nying this denies reality," said -McLay.
"We fear .that putting Grade 9' students in.
unstreamed classes will bore bright
students and frustrate the less able
students."
RECRUITMENT CRISIS
Phil Parsons of the Ontario Public
School Teachers Federation spoke .to the
crisis that exists in teacher recruitment
in Ontario.
"This crisis is also being felt in Huron
County. The number of teachers, available
is failing short of actual.needs,•,and,there
is a male-female-genderAmbalance which
generates inadequate 'role modelling,
especially at the elementary level."
Parsons illustrated the gender im-
balance by showing recruitment of
teachers in Huron County over recent
years. In .1985 no men where hired com-
pared to 16 women <teachers. ,In 1980.87
two men where hired compared to 12
women. In 198748: three men to 18
women; 198889: no men .to .23 women;
and in 198940: five men to 32 women.
"The Mjtnstry of Education .with the
support of its educational partners must
assess this situation and .must act to
guarantee .the needs of .the children in
our public schools," ,said -Parsons.
"In .conclusion :we do want to com-
municate to you a certain amount of
frustration and disappointment;,with our
past presentations to you. At best they
neem to be lightly dismissed and at worst
RIIDDELL'S R;EBU1T,AL
Riddell .began answering the educators
by pointing out .the government's finan-
cial position: facing a deficit of $600
million which will go to $L4 billion if
nothing in the system changes.
"And let me tell you the treasurer is
not about to let that happen. He's going
to ask every ministry to find ,savings."
He pointed out ,the 'provincial budget
has :increased by 10 per cent each year
since 1985, but that per capita ,the debt in
Ontario is .the lowest of any ;province.
"If the province and.provincial;govern-
ment is 'ealpeeted to exercise restraint,
maybe nlwlicipal.govermnents could do
The ;same,"said:the ,MPP.
•Riddell admitted it would be difficult
for him to speak .to specific -education
issues, .because it is not his field of -ex-
.pertise. "I only swish Conway was here,"
he said. "But I wouldn't want our
students (in .the audience) .and ,the media
to go away from here thinking. ;that ,the
education .•system is .in a deplorable.state,
and ,the government is doing nothing
about it."
The former ,cabinet minister pointed
out .that -education nests :have nearly tripl-

student, ,and 4¢422 ,for -each ,secondary
student. He ;said the ;provincial ,govern -
went still covers .57 per cent of this cost.
"When we sink more money into
-education ,there's less money for .sewage,
• and ;there's less money for ,agriculture,"
said Riddell. "Jim Bradley doesn't have
money to.put:pipelines into communities
that are actually drinking ,polluted water.
And I've seen Bradley :.get so mad he's
almost walked out of cabinet."
Riddell defended .the :province's increas-
ed support of the separate school board.
"We've had two :systems since con-
federation. I (think ^,we :all believe in Abe
Charter 'of Rights,and-confederation,:and
I ,think ,the separate school ,board must be
treated ,more-i$quitably .than in .the,past.
