Permission needed for any exterior renovations
,A misunderstanding between local mer-
tcbants.and Seaforth's Local Architectural
,Conservation Advisory Committee
'(LACAC), has resulted in increased
rpubltctzation of the role played by that
`committee to renovations to downtown
businesses.
-LACAC met with concerned business
'People last week, after some who have
'recently completed renovations to their
storefronts, were sent a letter of reproach
by the town. The letter noted that any
renovation to a storefront within the
downtown core, including the application of
paint, must be approved by the LACAC
committee. The purpose of the approval
process is to ensure that colors and
materials chosen are compatible with the
heritage theme for the Town of Seaforth.
This process also covers' awnings and
signs.
"It was mainly a communications pro -
idem," commented LACAC Chairman
Walter Armes. "We noticed certain
businesses had gone ahead without first
getting parmiaeinn en Tap sent them a let-
ter detailing the proper procedure. That
letter made some people mad."
Mr. Armes noted that LACAC has no
real power to tell people how to do their
storefronts, but is in place to look at the
entire streetscape, rather than one building
at a time.
"LACAC is not an enforcer but an en-
courager. I have to stress that we're look-
ing at the whole street - the whole
neighborhood. If one storefront doesn't fit,
it destroys the overall impression of the
whole neighborhood," he said.
"We don't have the power to make
anyone change their color. We have only
the power to convince them to look for
that middle ground and what's best for the
whole town,'
In view of the fact that owners and
tenants of commercial buildings in
Seaforth's designated heritage conservation
district, the town has prepared a list of
guidelines which should be followed during
external alterations. That list is being
delivered to local businesses, and ad-
dresses such issues as the Heritage Conser-

part of the. Seaforth Fall Fair was good
with over 50 pumpkins entered.
The overall prize for the largest pumpkin
went to David Ryan, whose entry weighed
133 1bs.He won a bird feeder donated by
Maplewood Manor and Seaforth Jewellers
' and made by Pete Tremeer.
The overall winner in the Pumpkin Art
was Shannon Scott who also received a

In the Large Pumpkin Contest five dollar
winners were: Bradley Barry 15 lb.; Kel-

and or renovations, and the permit applica-
tion process.
It should be noted that the Heritage Con-
servation District Plan was adopted by the
Town of Seaforth in 1984, in order to
preserve the historic building stock, and
promote the economic well-being of the
downtown business section.
The responsiblity for the implementation
of the plan ultimately lies with the
Seaforth Town Council, who, with the
assitance of the Seaforth LACAC, reviews
and approves all building changes and im-
provements in the district. The Seaforth
LACAC assists Council by encouraging and
providing expertise on heritage conserva-
tion issues as they pertain to the district
plan; and by making suggestions and/or
recommendations regarding proposed
alterations or improvements to buildings
and structures in the district.
The Seaforth LACAC consists of seven
members (six citizens and one Council
representative) who are appointed to the
committee by the Town Council.
