Streets to be paved include: Ch Street, from Crombie to George ($10,41].25); George Street, from Main to Coleman ($20,966.251; High Street, from Huron to Market ($12,578,75); Wilson Street, from James to Centre ($8,942) and Coleman Street, from George to Gouinlock ($8,957.501. Paving is expected to be completed by September 15. CONTRIBUTE MONEY The Town of Seaforth has agreed to con- tribute $500 towards the purchase of a computer needed to run the Public Access Catalogue program at the Seaforth Branch Library. The donation came following a request for assistance from the library. The com- puter will index half a million titles and show the location of over two million books. The total cost is estimated at $3,900 less a $1,000 provincial grant. The rest will be raised by public donations. COUNCILLORS COURSE Councillor Pat Malone has been given permission to enroll in the Municipal Coun- cillors Correspondence Course. Registra- tion for the course is $175, with the pro- vince reimbursing the town 50 per cent of that fee. APPROVE AMENDMENT An amended agreement between Seaforth and the Community Centres, has been approved by Town Connell. The agreement is a renewal of the previous agreement between the two parties, which expired on December 31, 1988. A portion of the Agreement has been amended to reflect the actual use of the facilities by the Agricultural Society. PENSIONS FOR COUNCILLORS The Town of Seaforth will not provide pensions for its municipal councillors. After review of the Mercer Study of Pen- sions for Municipal Councillors, Seaforth's Finance and General Government com- mittee noted pensions for councillors are not a priority in Seaforth, and filed the study. Municipalities can provide councillors pension coverage through the OMERS (Ontario Municipal Employees Retire- ment System 1. This is generally done on the same basis as municipal employees• with a percentage awarded per year of service. HIRE COORDINATOR The Town of Seaforth has approved the hiring of a Commercial Heritage Economic Development Co-ordinator and Adminstrative Assistant. Catherine Vida, a.recent graduate of the Urban Planning Course at Queens'Univer- sity in Kingston who also has her Bachelor Arts, Honours Program in Geography, has been hired for the job. Ms. Vida will take up her new position on Monday, August 21, 1989 at a probationary salary of $27,000 per annum. PROGRAM GRANT Approval has been received from the Ministry of the Environment for a Waste Management Improvement Program Grant in the amount of $16,026, for the final closure of the Seaforth-Tuckersmith Land- fill Site. INSTALL ASPHALT The Town of Seaforth has placed a number of conditions on the installation of asphalt paving beside the Geo. A. Sills and Sons hardware store. The store owners had requested permission to install asphalt paving beside the hardware store which would extend approximately 100 feet west of the existing grassed area, and 20 feet north into the alley. They also re- quested reunbursernent of one-third of the project costs, since two-thirds of the area to be paved is town -owned. • The town gave Geo. A. Sills and Sons authorization to proceed with the installa- tion of the asphalt paving, but said it would not reimburse one-third of the project costs, since it is not the town's policy to i°eimburse residents for ;improvements to municipal property. PAY FOR MEETINGS Members of Seaforth Town Comes received a total of $1,975 for meetings at tended during the month of July Mayor Hazel Hildebrand received $371 for one council and six committer meetings; Deputy -Reeve Peg Campbel received $345 for one council and six corn mittee meetings; Reeve Bill Bennett ane. Councillors Garry Osborn, Bill Pinder ane Bill Teall received $255 for one council ant, four committee meetings; Councillor Ma- jorie Claus received $165 for one eounci and two committee meetings and Cour cillor Irwin Johnston received 875 for one council meeting. SiGN BY -LA W Town Council has passed a by-law whirr prohibits and/or regulates signs and ()the: advertising devices within the boundaries of Seaforth. The by-law also regulates the posting of notices on buildings and vacan• lots. According to the by-law, no sign may hr erected, altered or relocated unless a per mit has been obtained from the town Among the prohibited signs are. those which create a traffic' hazard: portabh signs in place in a residential zone. in ea cess of 24 hours; signs which cross street: signs which obstruct fire escape: or hamper fire protection: and signs m public• streets, squares, walkway!, sidewalks or boulevards. The by-law also addresses the issue• of temporary signs. AUTHORIZE AGREEMENT The Town of Seaforth has passed a in- law to authorize the execution of an agree ment with the Seaforth Creamery. Hibbert and Hallett, for the joint management of the Seaforth and'District Community Centres PUBLIC MEETING The Town of Seaforth has scheduled public meeting for 7:30 p.m. on September 25, to address an application to amend the official plan. The application, by Elaine McDivitt and Paul Vandermolen, concern:- the oncern: the property southeast of the railwan tracks, where the old FINA station once stood. The proposed amendment would change the property from an industria� designation to highway commercial WINDOWS FIXED Seaforth Town Council voted to go ahead with repairs to the windows in the Town Hall, despite the fact those repairs wil. cost approximately $300 in excess of the $6,000 budgeted. The windows, some of which have rotted through, pose a threat to the safety of peo- ple walking beneath them, and as one councillor noted, an extra $300 Lir cost "beats a lawsuit". Scheduled for repair this year, are those windows which face Main street. STREETSCAPE PURCHASES Seaforth's Streetscape Committee rr moving closer to completion of the Civic Court in front of the Town Hall. At its last meeting the committee agreed to purchase four 75 nun caliper honey locust trees from Sheriden Nurseries in Toronto at a unit prive of $155, plus taxes and delivery. Quotes were obtained from local persons but were no where con, parable to those received from the Toronto firm. The committee will also purchase Iwo six foot cast iron benches with the 'Downtown Seaforth' logo on the ends, at a unit cost of $655 plus taxes and delivery. and one waste receptacle with the logo on two sides, at a •cost of $735 plus taxes and delivery. Four concrete planter boxes from Alph Precast will be purchased at a unit cost of $513 plus taxes and delivery, and a local craftsman will be contracted to cover the boxes with wood slats to match the approv- ed bench and waste receptacles.
