Rabies continue to be a problem across
Huron, Dr. J.C. MacLennan, Canada Health
of Animals Branch, Seaforth, said this
week. While wildlife is more apt to be the
victim of rabies, domestic animals are by no
means immune. There were 1,147 confirmed
cases of rabies in Canada in 12 months. The
balance included 295 farm animals, 70 dogs
and 50 cats.

for plant operation and maintenance,
$496,000 for capital additional and repairs to
buildings, $2,247,500 for school bus transpor-
tation, and $3,069,500 will be spent on the
purpose of education within Huron and
Perth counties.
The budget also includes an expenditure
of $177,000 for additional educational com-
puters making a total investment in that
area of about $1,378,000.
Due to a change in the equalization factors
introduced by the Ministry of Education, the
rate of increase to taxes will vary form
municipality to municipality in Perth Coun-
ty. However, as an example of the 18 per
cent tax hike, a taxpayer in Stratford with
an assessment of $3,500 will pay an increase
of $74 over that paid last year.
Huron County, on the other hand, has a
uniform mill rate for all municipalities
brought about by the market value assess-
ment. A taxpayer with an assessment of
$65,000 will pay $683 in taxes in 1989. Since
this amount is subject to some provincial
subsidy directly to the municipality, it is im-
possible to indicate the extent of the educa-
tion tax increase over that paid in 1988.

some machines.
"Even the ministry feels there are enough
backhoes out there that they (contractors)
can accommodate us without the township
having to own its own backhoe," he says.
. He also feels that the township may be
able to save money on the backhoe work it
contracts out each year, instead of buying a
new machine. '
"I have spoken to a backhoe operator. If
we could get our work more organized we
could reduce our costs."
"Being a tradesman myself I know there
are things you can rent and operate and
save money. If I spent $7,000 a year renting
a backhoe, I wouldn't spend $50,000 to buy
one. You have to consider fuel, breakdowns
and an operator." •
LETTER FROM RATEPAYER
At its April 18th meeting township council
-received -a letter from -ratepayer Allan
Carter protesting the purchase of a
backhoe,
Mr. Carter said a periodic backhoe
operator would not have Sufficient skill to
operate the machine effectively, and that
the additional cost of maintenance and
repairs are better left to contractors.
"As a township tax contributor I feel this
purchase would be a very poor business ven-
ture," he wrote.

make other improvements in the system.
The debenture will be payed back over
seven years, and will include a fixed interest
rate of 11 per cent.
ROADSIDE PLANTING
Councillors noted farmers in the township
should be warned not to plant too close to
township roads. Crops closer than 12 to 15
feet of roadsides can be a problem in some
areas of the township.
Last year council made a policy, when
maintaining roadsides, to cut two swaths
with the mower. Council made the policy
after seeding had been done in 1988, but will
enforce it this year whether the cutvegeta-
tion is grass or crops.
SALE OF LANDS
Bylaw 18-1989 allowed the sale of the old
shed property to Robert Fisher for $24,500.
PETITION
A petition was received from John Col-
eman, requesting the installation of 40 feet
of tile for drainage on Lot 4, Concession 3.
Council passed a motion to have the matter
looked at by a consultant to see if it is
necessary to have a full engineer's report
done.
BRUCEFIELD,WATER REPAIRS
Council accepted the tender of W.D. Hop-
per to do repairs to the Brucefield water
system. The work was tendered at -$2,845 for
maintenance work on the pumphouse well.
