APPROVE FIRE BUDGET
Seaforth Town Council has approved an
amended version -of the Seaford] Area Fire
Budget, which now totals $102,370.
The budget was amended to allow for a
$1,000 increase in the part-time salary of
the fire chief (now $13,5001 and to allow for
12 practices instead of 10 practices per
year ($16 per practice I. The daily rate for
weekend standby was also Increased from
$20 to $22 per day and the hourly rate for
fire fighting was increased to $14 from $13
($7 for answering the call only
'WITHHOLD SIGNING
-Seaforth Town Council has directed its
Clerk to withhold signing of the Ministry of
the Environment storm and sanitary
sewer applications for the Orchard Park
Subdivision.
Following a recommendation from its
Finance and General Government Com-
mittee, council felt it would be in the
Town's best interests to wait until: 1. a
subdivision agreement including all
schedules has been completed, 2. the
storm and sanitary sewer easements in-
cluding the Environmental Assessment
process has been completed, and, 3. the
developer's engineer has been requested
to include sewer profiles in the engineering
drawings.
REVIEW BV -LAWS
In response to questions aboutwhy there,
was a 'no parking' area in front of the
Commercial Hotel and not the Queens
Hotel, Seaforth Police Chief Hal Claus has
agreed to review the parking by-laws this
spring. He will report balk to council's
Protection to Persons and Property
Committee.
CRIME STOPPERS DECALS
In response to a request from Crime
Stoppers of Huron County, the Town of
Seaforth has agreed to put. reflective
Crime Stoppers striping and decals on its
police cruisers. Such striping already ap-
pears on Clinton and Exeter cruisers and
consists of wide reflective material that in-
corporates the words POLICE on the front
fenders and "Crime Stoppers", with the
phone numbers on the rear fenders.
Seaforth Police phone numbers would also
appear on the rear fenders.
The price for having the striping and
decals affixed is $175 per car. Striping will
be put on the 1988 Chevrolet cruiser now,
and later on the replacement for the 1985
Ford
COMMUNICATIONS BUDGET
Town Clerk Jim Crocker informed
Seaforth's Protection to Persons and Pro-
perty Committee the final police com-
munication system budget that will be
presented to Goderich is $133,373 - which is
within the $130,543 to $139,354 budget
already approved by the participating
municipalities.
FEBRUARY POLICING
No major crimes were reported to .the
Seaforth 'Police Department during the
month of February, and only three ac-
cidents were investigated
Fifty-four occurrences were recorded
and 59 parking tickets issued - 20 for over-
tisne .parking, 13 for parking in a no park-
ing zone, four for, improper parking and 22
for overnight parking
Seaforth Police Officers also served five
summonses, and delivered two subpoenas
and one notice to parent

. GARBAGE RECEPTACLES .
Seaforth Town Council has given its per-
mission for Public Works Superintendent
John Forrest to purchase 10 - 60 litre gar-
bage cans at a cost of $20 per can.
PITCH -IN
Despite having to truck the refuse to
Holmesville the Town of Seaforth will par-
ticipate in the annual Pitch -In campaign,
sponsored by the Ministry of the Environ-
ment, Pitch -in week is slated to run the
week of May 1 to May 7.
Bill Eisler has agreed to rent his packer
to the town, along with a driver, at a cost of
$38 per hour, for pick up of the smaller
materials. Larger items would have to be
picked up by the town's dump truck. The
maximum'cost for Mr. Eisler would be ap-
proximately $1,000 since he still has his
own garbage routes, and would only be
available for three days. If Mr. Eisler
were not to provide his service the town
would have to pick up all existing
materials and truck them to the
Holmesville site, with, the poasibility of
paying up to $30 per load.
CALL FOR TENDERS
Public Works Superintendent John For-
rest has been given authorization to call
for tenders to supply 'A' type gravel to the
Town of Seaforth for 1989. Unlike in past
years, when the gravel was hauled as re-
quired because of lack of storage space,
the 1989 supply will be stockpiled at the
new public works shed.
TIPPING FEES
Seaforth .Clerk Jim Crocker has been
authorized to schedule a meeting with
Seaforth's municipal garbage collectors in
order to pursue alternatives that would see
the carriers avoid the increased tipping
fees at the Holmesville Landfill Site, since
the municipality already contributes its
chore of landfill costs.
Council was informed by Councillor Bill
Teall, Seaforth's Representative on the
Holmesville landfill Site Board, that the
board has established two sub -committees
to deal with the issues of tipping.fees and
recycling. .
Councillor Teall reported the Landfill
Board is currently pursuing recycling, and
is sending out tenders for recycling terms
of reference to a numher of companies to
complete a feasibility study on recycling.
These tenders will be opened at the March
meeting. As an interim 'measure, the
board will be placing recycling bins at the
landfill site,
Councillor Teall also reported the tipp-
ing fees are new. and will come into effect
May 1,1989. The tipping fees will not apply
for municipal collection, that which is col-
lected by municipal employees or by
agents/contractors employed by the
municipality. That means tipping fees
would apply to the Seaforth municipal col-
lectors, but not the other seven members
of the Holmesville Landfill Site. He sug-
gested a meeting be :held with Bill Eisler
and Jerry Noble in order to pursue alter-
natives that would see the carriers avoid
the increased tipping fees.
FINAL SITE COVER
Seaforth Town Council passed a motion
Inst week authorizing the purchase of 8,300
cubic yards of clay cover material from
Jim and Gene Baynham, new owners of
the Nixon Gravel Pit, at a cost of 33 cents
per cubic yard, or $2,739, for the final
closure of the Seaforth-Tuckeramith Land-
fill Site. It also authorized the payment of
$7,261 to Frank Kling Limited for loading,
hauling. and bulldozer time, in conjunction
with closure of the site.
ROAD PROGRAM PROPOSALS
The Town of Seaforth agreed to proceed
with one of three road program proposals
prepared by Public Works Superintendent
John Forrest for 1989, if it cannot proceed
with the force main phase of the sewer
expansion.
That proposal includes: total
reconstruction of Chalk Street South bet-
ween Crombie Street and George Street,
installation of anew storm.drain and catch
basins, .new sidewalks on the .west side of
thestr:eet,andcurb,onthe•eastside; resur-
aeing only to Wson Street (between
James Street and Centre Street), High
Street (between :Market Street,and Huron
Street), four blocks, of Georgge$treetEast
and;one block.of'ColemanStreet (between
George $treet"and GouinloekStreet) ; And
.installation of new 'sidewalk for ;three
:blocks, on 'there h.side,of GeorgeStreet
East, and for one bloek onthesouoide of
George Street, cast ,between Victoria
Street,and Cballc.Sti?eet.
The approximate cost of the proposal is
$163,014, not including engineering fees.
Total reconstruction is estimated at
$80,000, Wilson Street at $10,000, High
Street at $14,000, Coleman Street at
$20,000, and George Street at $8,000 per
block. The new sidewalk is estimated tl
cost $7,014.
PAY FOR MEETINGS
Members of Seaforth Town Counct
received a total of $3,940 for meetings at•
tended during the month of February
Councillor Garry Osborn received $735
for attendance at one council meeting
eight committee meetings. and four days
at a convention ($75 per day 1; Councillor
Bill Pinder received $705 for one council
meeting, four committee meetings, one
four .day convention and one two da
seminar; Reeve Bill Bennettreceived $690
for one council meeting, seven comnilttee
meetings, and one four dap• convention,
Councillor Pat' Malone received $360 for
one council meeting, three committee
meetings, and one two-day seminar; Coun-
• cillor Bill Teall received $345 for one coun-
cil meeting and six committee meetings
Mayor Hazel Hildebrand received $325 for
one council meeting and five committee
meetings Councillor Marjorie Clain
received $315 for one council meeting. twn
committee meetings, and one two-dav
seminar; Deputy -reeve Peg Campbell
received $300 for one council meeting and
five committee meetings, and Councillor
Irwin Johnston received $165 for one coun-
cil meeting and two committee meetings,
APPOINT INSPECTOR
The Town of Seaforth has appointed Joe
Gibson as its Municipal Weed Inspector tor
1989. The Municipal Weed Inspector's
wages are paid by the County of Huron.
ATTEND CONFERENCE
The Town of Seaforth has given
authorization for Public Works
Superintendent John 'Forrest, and Public
Works employee Doug Anstett, to attend
the Ontario .Good ,B.oads Association's
(OG'RA) Road'Sehohl, ata'total cost6f$400
each person:The course 'deals with the
construction and maintenance of roads.
TOWN DECLARATIONS
In an attempt to create awareness about
the importance of wildlife conservation in
Canada, the Town of Seaforth has declared
the week of April 9 to 15, 1989 as National
Wildlife 'Week in the municipality. The
week was created in 1947 by an Act of
Parliament.
In a second declaration, the Town pro-
claimed May 12, Florence Nightingale's.
birthday, as Canada Health Day in the
Town of Seaforth.
The Town also indicated its support of a
resolution from the Town of Goderich
against nuclear -attack submarines: The
resolution, which calls upon Canada's
federal government to cancel the nuclear
submarine acquisition program and ex-
amine more cost-effective and safe
methods of assuring Canadian and inter-
national security, is being sent to Prune
Minister Brian Mulroney, the Defence
Minister, Rt. Hon. John Turner, Ed Broad-
bent, the Hon. Jack Riddell and other
Huron County municipalities.
APPROVE COURT PROJECT
Subject to approval and specifications
from the Huron County Council, the Town
of Seaforth has authorized the preparation
of the final design for the Town Hall Civic
Court Project, to be prepared by B.M
Ross and Associates.
HOSPITAL MONIES
In his report to Seaforth Council, heevc
Bill Benuett, also the town's represen-
tative on,Huron County Council, indicated
the county's intention to budget $75,000 for
the Seaforth Community Hospital in 1989
and again in 1990, to complete the $300,000
funding package previously promised the
hospital.
As .well, be said, the Seaforth Communi-
tyHospital will receive a further grant in
December 1989, of $400 per bed, for
anainteaance costs. This .would amount to
over,$16,000 per year. All hospitals in the
county fall under this plan.
.REFER TO COMMITTEE
Seaforth Town Council has referred to
its Finance and General Government com-
nslttee,.a request re endorse in principle a
mandate,by.a number of local citizens, to
.establish.and operate a licensed non-profit
daycare centre in Seaforth. The commit -
.tee bas,agreed to meet with the citizens at
its .next meeting, .to discuss further such
things -as town.assistauce.
