Landfill site concerns Hensall

Hensall's landfill site was
the focus of the first meeting
d the new Hensall council,
on Monday. Steven Burns of
B.M. Ross and Associates
informed thc council of a
proposed Operations and
Management Plan for the
site to be sent to thc ministry
of thc environment for ap-
proval. The plan is designed
to conform with stiffer guide•
fines presented by the min•
istry to Ontario municjpalit•
ies operating landfill sites in
the province and includes a
waterstudy pro-
jected
table and ro-
jected operating study.
According to Mr. Burns,
the study, started in October
1981 is required to meet
ministry guidelines for oper-
ation and licensing. He told
council that the Hensall site
did not pose a hazard at
present and explained that
envircitnental problems
should not hamper the con•
tinuing operation for the
remainder of the life of the
site, estimated at approxi-
mately 30 years.
Mr, Burns told the council
that water samples taken
from various wells and from
Black Creek revealed no
contamination from the land•
fill into the water table.
' 'The site is not presenting
any ensiromental problems
to adjacent properties." he
told the members.
However, he admitted that
possible pollutants leaching
into the creek could present
problems in the future and as
a result a buffer zone is being
recommended between the
waste site and the creek, as
well as a proposed 60 meter
buffer zone between the site
and adjacent properties. He
admitted that there is no
cause for the concern at
present,
in a study on the future
operation of the dump, Mr.
Burns told the council that
there were several factors to
be considered. They include
monitoring of sail conditions,
the amount of waste going
into the site and the possib-
ility of contaminants leaching
into the ground water,
As a result there arc
several recomendations out -
fined in the study and
proposed by the ministry.
Waste is to be dumped one
meter above the water table
to aid in filtration from the
settling waste and to prevent
seepage into the water table.
Another recommendation is
that the waste he covered
with a layer of soil on a
weekly basis to prevent birds
and animals from being
attracted to the site and to
further prevent any loose
garbage from blowing onto
adjacent properties. Mr.
Burns also informed the
council that burning is res-
tricted to certain types of
material such as wood and
paper and should he super.
vised. He also told the
members that new guide•
tines proposed by the min•
stry require that thc dump
be closed during the burning
d waste.
He informed council that
under the new guidelines the
site will be inspecterl on a
yearly basis with water and
soil samples to he taken for
analysis to the ministry. He
explained that the cost to the
council of yearly monitoring
will be approximately $250 to
5300. hut that the ministry
will cover the cost of analysis
work done.
Mr. Burns charted the
future use and areas where
waste can he dumped and
explained that when the
dump is closed it will have to
be covered by about .'S
meters of soil with an
additional 5 centimeters of
topsoil. He did not recom•
mend that any' building he
done on the site or that trees
be planted when the site is
dosed because he felt the
amount of methane gas
produced by decomposing
waste would destroy the
trees. •

Several members quest•

was concern that the site
could have longer life if
waste was piled higher than
proposed in the study and
that losing the site during
burning could present some,
problems. To prevent waste
from blowing from the site,
council asked Mr. Burns to
investigate with the ministry
the possible use of screens to
be placed over the waste.
Mr. Burns told the council
that he would include their
concerns in the study before
it is sent to the ministry, but
felt that he did not expect
many new changes to come
from ministry officials.
In other council business.
members voted unanimously
to endorse a resolution from
Exeter council asking that
the Association of Municipa•
lities of Ontario petition the
provincial government to de.
selop legislation that requir•
as hoards of education to
assume responsibility for the
cost of collection and the
responsibility for non•
payment of education taxes.
The council also gave its
support to a resolution from
the Township of South Fred.
ricksburgh with respect to a
commemorative stamp to
recognize the In -centennial
celebration of the United
Empire I oyalists settlement
in Upper Canada.
A letter to council from the
Township of South Fred•
ricksburgh said that. "If the
Canadian government felt
that it was proper to honour
the American Revolution Bi.
Centennial in 1976 with a
commemorative stamp sure•
by the Canadian government
will not deny similar recog•
nition to those who settled in
Canada in 1784.
Council will he considering
hiring a parttime employee
to help in the winter months
with snow removal and other
work in Hensall. Several
councillors felt that a part•
time employee could old he sued
to enforce town bylaws and
act as .a dogoatcher if need•
ed. There was general con•
cern about parking bylaws
being violated. in particular
outside of the Hensall arena
where some vehicles arc
parking in a fire route arca,
The councillors felt that
parking in front of the arena
couldresent serious pro.
