(Wassink photo) More Brussels news on page A8 and A19 New council meets BY RON WASSINK The inaugural meeting of Brussels village council was held on Monday evening, December 6 with five visitors attending. Three Girl Guides attended as part of their citizens badge project. Following the swearing in of council members and public utility commissioners, Rev. Robin Lyons of St. John's Anglican Church offered a prayer for the new council and the village. Reeve Cal Krauter congratulated council- lors and the P.U.C. commissioners saying, "I would hope we have good discussions and debates during the next three years. It would be dictatorial to expect us all to agree. all of the time." He said any business concerning the village "should be brought to the attention of council for the best interest of the village " - Noting the restraint period Canadians are facing. Reeve Krauter informed councillors that village business must continue without "unduly taxing the people. They are our only opposition. The people have the power of a say. and that's the way we're going to have it. Committee appointments were made by the reeve. Chairman of roads is Hank Ten Pas. and Gordon Workman assisting. Recre- ation chairman. Gordon Workman and Elizabeth Graber assisting. Gerry Wheeler will assist Elizabeth Graber who is chairman of Property. Fire committee chairman is Gerry Wheeler. Hank Ten Pas is co-chair- man. The first official item of business was establishing a bylaw to set penalty charges on overdue taxes at 1411 per cent. The enthusiasm of the new council was dampened when clerk Bill King explained the village would be •'approximately $5.000 short by December 15." The only solution, he said. is to "increase the mill rate or decrease spending." "If we increase the mill rate. it's like slapping the taxpayer on both sides of the face. • said the reeve, who was shocked by the news. Mr. King noted the village would not he required to borrow additional tends "if everybody paid outstanding bills and taxes.' When asked by Reeve Krauter. "Did we overspend?" Mr. King replied. "not greatly. More was spent on roads and the fire department.' .: "There is not much we can do about h. If we're over speru.. we're overspent," said the reeve. Mr. King added the village Will have to borrow additional funds "'for a `couple of months." "It's the same old story". said councillor Hank Ten Pas. "How does this compare with last year?" Mr. King said 1981 and '82 figures "are pretty close, but we didn't have to borrow in 1981 because most taxes were paid." Although taxes were due November 30. a figure of outstanding taxes was not available at press time. In other news. council approved two building permits. Waync Todd is remodelling the inside of two stores and hopes to install a stone or brick facade. Nancy Hynonen is installing new siding on a garage. Accounts payable of approximately 552.000 were approved for payment. Reappointed to the Medical -Dental hoard in 1982 for a three year term. Hugh Pearson has tendered his resignation to the board. Councillor Graber announced the recrea• tion family dance was a success. "It w as wall to wall with children." Councillor Gerry Wheeler said the Opti mist Club will not receive a government grant of 53.000 to assist financing the work completed at the hall park. He added the Lions club have not received a 54,000 grant to • pay for new playground equipment located near the ball park. "luckily, the ,Optimise ' project is paid for." A bus donated by a former Brussels yin/en. to he used by the village and sec, Ice clubs has been restored and "is in excellent condi tion" said councillor Workman. The bus is christened. January 4 at 11:00 a.m. 'Tis the Christmas Season CHRISTMAS PARTIES The Brussels Lion's Club held their annual Christmas dinner at the B.M.G. Sat. night and attended the recre- ation dance later. The Optimists held their annual Christmas dinner at the Triple K restaurant at Brussels. The group spent the remainder of the evening at the home of Brian and Dianne Huether. ACCiiDENT iN ALTA. Word was received last week by the Speir and Stites families of the death of Chris Chillson, four month old son of Jack and Susan Chillson. Lethbridge. in a motor acci• dent. Susan and her nine year old son. Artie. are confined to St. Michaels Hospital. Lethbridge. with injuries received in the same accident. Of 38 entries received in the contest, three placed first in their categor- ies. Winning first in his cate- gory and receiving the "Best Producer" Award was Neil Hemingway of Brussels. He was awarded with two plaq- ues at the annual meeting of the Huron County bean producers November 30. Other winners included James Armstrong of Bayfield and 'John and Hugo Maas- kant. Clinton. Mr. Hemingway said the competition was organized by the bean board to improve the image. quality and yield of beans. Producing , 175 acres of white beans this year. Mr. Hemingway ex- plained a sample was taken from each load delivered to the elevator and the sample sent to the agricultural re- search station in Harrow for further testing. For his prize winning bean crop. Mr. Hemingway, plant• cd Iwo varieties, Seafarer and Iscntwood. Seeding rate was 45 pounds of Seafarer per itcre and 50 pounds of Kentwood per acre. The application of fertilizer con- sisted of 5.21-35, 200 pounds per acre. A split application of Eptam and Patoran herbi- cide was applied. Aerial spraying using Royraland Superspread kept die percentage of white - mould to less than five per cent.., When harvested, moisture content was 19'1 per rent: Yielding 1500 pou- nds to the acre, the beans were graded extra number one. Mr. Hemingway said the beans will be used for human consumption. Operating a 160 sow, farrow -to-finish operation, Neil and Donna Hemingway cultivate 900 acres of land. Besides the white beans, the balance is planted in corn and spring grains. Mr. Hemingway said the contest is the first in the county. possibly in Canada.
