County and its municipalities celebrate collaboration

Huron County hosted an
Economic Development Strate-
gic Planning Celebration on
December 14 at the Libro Com-
munity Hall in Clinton. This
was in response to a request
from each of the municipalities
in Huron County wishing to
continue to meet with County
and municipal representatives
to cooperate in strategic plan-
ning following a process begun
in the fall.
Huron County Warden Paul
Gowing welcomed everyone,
including representatives from
OMAFRA to the event. This is a
culmination of a process
launched on August 10 asking
all municipalities in the county
to submit economic develop-
ment strategic plans to the
county in order to have com-
prehensive groundwork to
develop a county plan that
incorporates the grassroots
input from the lower tiers.
County representatives and
staff from OMAFRA assisted
with the process, which
included educating those
involved on how to approach
and carry out this undertaking.
Gowing expressed his appre-
ciation of the work put into this
process by the municipalities.
"There is a lot going on at the
lower tiers and we recognize
that. This work done by the
municipalities was well done
and in a short time
Vicki Lass was the master of
ceremonies for the evening.
She introduced a representative
from each of the teams who
had participated at the munici-
pal and county levels, as well as
the OMAFRA representatives
and media present. Each team
representative introduced the
remaining members of their
team that were present.
Following the introductions,
Lass, along with OMFRA's
Helen Scutt gave each team a
flip chart sheet and markers.
The teams were given five min-
utes to discuss and write down
their major success in having
gone through the planning pro-
cess, as well as their goals, com-
plete with next steps. When this
exercise was complete, the
teams presented their charts
which will be collected by
Huron County to continue
working on cooperatively mov-
ing forward with the
municipalities.
Prior to the presentations by
each team, Lass, on behalf of
Huron County remarked, "We
were blown awaywith the qual-
ity of the economic develop-
ment plans from all of the
municipalities." She continued
by saying that the next steps for
the county had already begun
as the representatives from the
municipal teams are already
working with the county to
collaborate plans to be more
efficient and moving in the
same direction as each other.
The municipalities had
requested that they would like
everyone who had been
involved with the process to get
together to celebrate and to
meet each other. This was the
premise for the evening's cele-
bration on December 14. All
wished OMAFRA to stay
involved, which they have
agreed to do.
The municipalities and the
county teams, in alphabetical
order, presented their successes
and next steps recorded from
the table discussion session.
Ashfield-Colbome-
Wawanosh believed that the
process for their municipality
had actually begun in January
2015 during their budget talk.
New councilors discovered that
there was no strategic plan for
the municipality, nor was there
a vision statement. Some on

council had thought that a stra-
tegic plan was not needed.
However, when Huron County
had come to ACW asking for a
strategic economic plan, it was
decided that a strategic plan
was needed before an eco-
nomic plan could be devel-
oped. As of two weeks before
the event, ACW now has a facil-
itator to help with the Strategic
Plan. Their next step was to
request that the county con-
tinue to be involved with the
municipalities.
Bluewater believed one of
the greatest successes was that
the Strategic Planning Commit-
tee remained intact throughout
the process. The Plan they
developed is now being
accepted by Bluewater Council.
