present receipt of its Government grant,
and will reoeive suoh grant m proportion
to its expeuditnre for agricultural pur-
poses during the past three years, os

COMMENTS. to the Department of Agricultural.
Societies will be known by the name
and place where they held their last
annual exhibition unless they prefer
some other; then the new name must be
determined by the members thereof and
approved by the Minister of Agriculture.
Under the new law it will not be per-
missible for hortionitural societies to
offer prizes for competition at exhibi-
tions held under the auspices of agricul-
tural societies. These last named or-
ganizations, however may use their own
funds for the offering of prizes for horti-
cultural exhibits.
Hereafter no prizes can be offered for
grade male stook.
Spring stallion and cattle shows shall
reoeive a special grant equal to one-half
the sum expended, but such sum shall
not exceed $50. Where seed fairs are
held the maximum grant shall be $25.
Young man, let us give yon the bene- - Sooieties investing in horses, cattle
fit of our observation. We have noticed " sheep or swine, for the improvement of
that at least nine -tenths of the young stook, will reoeive a grant ranging from
men who have been before the courts $50 downward, for each registered male
animal in these classes.

a grant exceeding $800.
Under the new Act restrictions in re-
gard to the conducting of games of
()halve have been made more stringent.
Tho annual meetings to be held in
January of district, township and hor•
tioultural societies, which for the last
time will bo convened uuder the old Aot,
will be the most important ones in the
history of these organizations. All who
are interested in making of primal im-
portance the educational features of
these societies, and in improving the
quality and quantity of the products of
the farm, factory and garden, should
attend these meetings on January 9th
and 16 h. The meeting of the Tnrn-
berry Agricultural Society will be held
in the Council Chamber, Wingham, on
January 9th, commencing at one o'clock

Premier Whitney has intimated to his
friends that the Ontario Legislature will
be callers to meet between Jaz 21 and 24,
but the date has not 1 eed settled. It will
in all probability be the 23rd.
Commissioner T. B Coombs, of the
Salvation Army has recently returned
from the West. He has visited all the
Provinces of the Dominion as well as
Newfoundland, and in the course of the
trip he has arranged to distribute the
25.000 or 30,000 00 ovists whioh the army
intends to bring out from the old coma -
try. Nearly half this number will be
located iu Ontario. Within the last two
years 20,000 persons have found homes
in Canada through the agency of the
army, and only 20 of this number wore
deported to the old country because
they were unsuitable.

In the report os the Mines Section of
the Canadian Geological Survey, the
total value of mineral produotion in Can-
ada daring the year of 3904 is given as
$60,073,897. More than half of this was
from metallic deposits. The gold mined.
was valved at $16,462,517, a decrease of
$2,000,•000 from the result in 1903, and
$11,000,000 from high-water mark in 19-
00, when the placer deposits of the Yu-
kon were at their best. Silver produot-
�" ionof 1904 was worth $2,047,095, an in-
crease over 1903, and no doubt the report
for 1905 will show a greater increase.
Theprodnotion by Provinces is tabulated
as follows: -British Colombia, 32.2 per
cent.; the Yukon, Manitoba and the
West, 21 2; Ontario, 20 9; Nova Scotia,
18 7; Quebec, 6 1; New Brunswick, 0.9
With the close of the present year the
railways of Canada have an interesting
tale to tell. It strikingly reveals the
marvellous development:that has been
going on from tide water to tide water
in the financial, industrial, and political
life of the Dominion. It shows also how
$62,000,000 have been spent in the con-
straction and equipment of additional
lines to thread the nine Provinces of the
confederacy, how a young nation has
been given new arteries through which
will course its growing traffic, how the
increase in transportation facilities is
opening up more doors to international
commerce, and how men of business
genius, with admirable shrewdness and
industry, are contributing to the pros-
perity and greatness of their country. A
little over 50 years ago there were only
55 miles of railway in the wide areas of
British America, while this year in Can-
ada atone 3,314 miles of new railway are
under construction.

whereas the promoters of a certain Com-
pany to be incorporated under the corporate
name of Tho Wingham Carriage Company,
Limited,or suck other name as shall be approv-
ed by the Lieutenant Governor in Council,
have proposed to the Council of
the Municipality of the Town of Wing -
ham to establish a factory in the said
Town for the manufacturing of carriages,
waggons and various vehicles and other
articles of a like nature and have requested
the said Council to aid them in the establish-
ment thereof by the grant of a loan of $6000, to
be repaid in ten annual instalments of 1500
each, without interest, commencing in one
year
i herein dmentioned, and of th fixing
amount of the assessment of the said establish-
ment for ten years.
And whereas in consideration of said aid it
lies, been agreed that the said Company shall
erect in the said Town of Wingham a suitable
brick factory two storeys in height and of di-
mensions of at least 50 by 96 feet and shall in-
stall thereiu, plant and machinery necessary
for the carrying on of their business, and the
whole manufacturing establishment to be of
the value of at least $10000, and shall in the
first and second years after the said plant is in
operation employ and keep employed. an aver-
age of at least twenty hands therein and after-
wards during each subsequent year of the said
term shall employ an average of at least
twenty-five hands; (each of said hands to be
employed therein for an average of ten months
during each year) and shall during such term
continuously operate the said factory, save
when prevented by- strike, accident, or un-
avoidable casualty.
And whereas it has been further agreed that
the said Company so to be incorporated shall
have a capital stook of $7,000, of which the
whole shall be actually paid up before the said
loan is advanced and that said Company shall
not either by itself, its successors or assigns or
by or through any other Company, firm or
person carry on the same or a like business in
any part of the Dominion of Canada during
the term of said loan.
And whereas it has been further agreed that
the said (company shall enter into un agree-
ment with the said Town for the performance
of the said terms and conditions and shall se-
cure the due repayment of the said loan and
the due performance of the said terms and
conditions by a first mortgage upon all the said
factory buildings. machinery and plant and
lands used iu connection therewith and for the
purposes thereof and by insuring the said
buildings, machinery and plant in favor of the
said Town in such Companies its shall bo ap-
proved of by the said Town and by policies
which shall contain what is known as the mort-
gage clause if required by the said Town.
And whereas it is expedient to grant the said
aid. subject to the said t erns.
And whereas in order thereto it will be
necessary to issue the Debentures of the Town
of Wingham for the sum of $5000, as herein-
after provided (which is the amount of the
debt inteuded to bo created by this By -Law)
the proceeds of the said Debentures to bo ap-
plied to the said purposes and no other.
And whereas the total amount required by
the Consolidated Municipal Act of 1903 to be
raised annually by special rate for paying the
said debt and interest as hereinafter provided
is 1631.90 whereof $225 is to be raised annually
for payment of the interest during the cur-
rency of the said debentures and 1.06.90 is to
be raised annually for the purpose of creating
a sinking fund for the payment of the debt se-
cured by the said debentures.
.And whereas tha amount of the whole rete -
able property of the Town of Wingliam ac-
cording to the last revised assessment roll
thereof is $686,002.
And whereas the amount of the existing de-
benture debt of the said Municipality is $187,-
424, (exclusive of local improvements, debts se-
cured by special acts, rates or assessments)
whereof no principal or interest is in arrears.
Therefore the Municipal Council of the Cor-
poration of the Town of Wingham enacts as
follows: -
