The important part of the meeting i was the nomivating a candidate for the; Oommone. Dr. Macdonald, ex -M. P. ; and the late honored member of the rid- ' ing was greeted with hearty cheers • when he took the platform. He said that he would not again be a candidate, He had been in the front of the battle for many years. Had run five elections of his own and had done a great deal of work for Dr, Sloan in two campaigns. Efe now telt, for a man of lila age, it would mean too much hard work to again go through an election campaign. He heartily thanked the Liberals of the riding for the splendid work they had done for bim. A vote by ballot was then taken and showed that Arch Hislop, M, P. P. had received 63 votes, W, H. Kerr 71 and scattered votes for 0 others, The second ballot showed 93 for Mr. Hislop and 73 for Mr. Kerr. Speeohes were then made by Messrs Kerr and Hislop, thanking the delegates for their support and after further discussion it was moved by Mr. Iterr, that the nomination of Mr. Hislop be made unanimous and this was carri ed by every delegate standing to his feet While many of the delegates would have bean ranch pleased to have seen Mr Kerr the candidate, we believe the Liberals ot East Huron have a winner in Mr. Hulot He has served the riding well in the Legislature. Is well posted on the political questtons oC the day and is a good speaker. He is a farmer and East Unroll is a farmers riding. The Liberals are now united and should have no difficulty in redeeming the rid- ing e ection. at the next t A petition to Sir Wilfrid Lender, set- ing forth the claims of the late member, Dr Macdonald, and asking that he be appointed to the Senate to fill one of the vacancies from Ontario, was signed by all. the delegates. Whereas the promoters of a certain Coln - pony to be incorporated Under the corporate name of The Wingham Carriage Company, Limited,or such other name as shalt be approv- ed by the Lieutenant Governor in Council, have proposed to the Council of the Municipality of the Town of Wing - ham to establish a factory in the said Town for rho manufaetaring of carriages, waggons and various vehicles and other articles of a like nature and have requested rho said Council to aid them in tae establish• ' meat thereof by the grant of a loan of 1;5000, to be repaid in ten anneal tastalulepte of 1,300 each, without interest, commencing in one tUroa rh erein Igng d, and by ii5otin o Lha amount of the assessment of the said establish- ment for ten years. And whereas the total amount required by the Consolidated Municipal Act of 1903 to be raised annually by special rate for paying the said debt and interest as hereinafter provided is 5031 10 whereof 4225 is to be rained annually for payment of the interest during the cur- rency of the said d. benturee and 4403.00 is to be raised annually for the purpose of creating a sinking fund for the payment of the debt se- cured by the said deboetures. And whereas the amount of the whole rate- able property of the Town of Wingham ac- cording .to the last iev'aed assessment roll thereof is $680,002. And whereas the amottnt of the existing de- benture debt of the said Municipality is 5187,- 424, (exclusive of local improvements, debts se- cured by special acts. rates or assessments) whereof no principal or interest is in arrears. Therefore the Municipal Council of the Cor- poration of the Town of Wingham enacts as follows: - 1 The Municipal Council of the said Town of.Wingh■m shall grant and pay over to the said The Wingham Uarriage Company' so to be incorporated whether under that or such other name as may be approved as aforesaid immediately upon the said factory being com- pleted and the said plant installed therein and the said agreement and mortgage duly execut- ed and delivered, the sum of $5000 without abatement by way of loan to aid them in their said enterprise and to bo repaid by the said Company as aforesaid 2 Fur the purposes aforesaid the Mayor of the slid Town of Wingham shall cause deben- tures of the said Tuwo of Winghem to be is- sued, which said debentures shall not be less than One hundred 11ollare each; such deben- tures shall be sealed with the seal of the Cor- poration of the Town of Wingham and ehan be the Co poration Mayor also by the Treasurer thereof. e 3 The said debentures shall bear date on the first day of May, I' 07, and shall be issued on the day of the:date thereof and shall be made pay- able in ten years from the said date at the Office of the treasurer for the time being of the said Town of Wingham and shall have attached to them coupons for the paylnent of interest. 4 The said debentures shall bear interest at the rate of four and one half per centum per annum from the date thereof, and said inter- est shall be payable annually on the 81st day of December in each year except the last payment of interest -which shall become due and pay- able on the day on which the Debentures are payable; said interest shall be payable at the place where the said debentures are made payable. 5 During the currency of the said Deben- tures there shall be raised annually by special rate on all ,he rateable property in the said Town of Wingham the sutra of 4225, for pay- ment of interest on said debentures and the sam of 8406.30 for the purpose of creating e sinking fund for the payment of the debt here- by secured, malting -3n all the payment of $03100 to be raised annually by special rate as atm esaid during each of the said ten years. 0 And the said Municipal Council of the Corporation of the Town of Wingham do here- by further enact, that the said manufacturing establishment so to be erected by the said Company including all lauds, buildings and machinery connected therewith and used for the said manufacturing purposes be assessed et $2000, except as to sob ool rates for the period of ten consecutive years commencing with and including the year 1007 so long es the said es- tablishment shall be operated 10 accordance with the terms. conditions and restrictions hereinbefore referred to. 7 This By -Law shall take effect 0n the day of the final passing thereof. 8 The vote of the electors of the said 'Town of Wingham shalt be taken on this 13yy-Law at the following times and places, that is to say, on,Monday, the Seventh day of January, 1007, commencing at the hour of Nine o'clock in the forenoon and continuing until Five o'clock in the afternoon of the said day by the following deputy returning officers and poll clerks: In Ward One, at J. 8.
