of Education, John Coch-
rane asked trustees if they
wanted to follow different
procedures in view of recent
criticism Of the administra-
tive role in decision making.
"At one time trustees
were presented with the
problems and possible solu-
tions," he said. "If you wanti
the administration can make
recommendations or provide
alternatives or provide only
back-up reports. But 99 per
