Davis clashed with 'Op-
position Leader Stuakt Smith
'about Ontario ,Hydro's
announcement of its 1981
rate inreases. Hydro saki its
bulk power rates to
• municipal utilities will rise by
9.3 per cent next year, while
its retail rate to rural' users
will climb by 9.9 per Cent.
Dr. Smith reminded the
Premier of his statement in
the Legislature in April when
he announced Hydro had
been asked to prepare a
urban-rural'renort on how to narrow .the
differential.
"Why did .he not have
enough clout with Hydro to
keep the proniise he made to
the peqple, instead of simply
reiterating his proinise,
white the matter gets worse
year by year?" Smith asked.
But the Premier insisted his
April statement, merely .said
Hydro's report would be
ready this fall, and the policy
would be impleniented as
soon as possible.
In reference to the report
of the Royal Commission of
Inquiry into Discounting and
Allowances in the Food
Industry in Ontario, tabled in
the Legislature oh Friday.

these discounting practices
have, in fact, led to the
demise of the independent
grocer and processor. Th
