Reeve Wicke .asked Dr. McLellan about the connection between animal control officers and vaccination clinics, "If it isn't just a form of blackmail to get animal control officers in the ittunicipafides." 'Me cTepartmenf feels tfie control of stray animals is a big part of the control of rabies," Dr, McLellan said. Mr. Wicke said he realized the need of providing shelter for stray animals but; was - concerned about thesost to firs municipality. Reeve Ross McPhail of Hibbert township • said the main concern ofmnnicipalcouncil is providing some sort of shelter. William Eckert, Director of Education for the board, said the new report cards Were created by board staff, teachers and principals be- cause the old cards, in use for the past five years; do not always meet the needs of the teacher, the student, the parent and the ministry, and also -ta sav.e. . paperwork. John McCauley, Superin- tendent of Education for the board, outlined how the new report cards are made up. Three reports are sent out during the year and each one is accompanied by a course description and a timetable guideline. The parents must keep each of the report cards to compare the child's pro- gress throughout the year. Mr. McCauley said the new report card gives consistency in establishing the child's progress. He said another important aspect of the report is that the stu- dent's "effort" is _graded, enabling the parent to know whether the child is doing his best or if he is not achieving as much as he is capable of doing. Following its policy of past years the board again agreed to support the Kiwanis Music Festival of Stratford by dona- ting a scholarship valued at $125. Trustee John O'Leary of Staffa complained about the press release given out fol- lowing the ratification of the teaching, staffs salaries He said he objected to what he sees in the press -the fact that the increase plus increment amounted to be- tween 11.3 and 11.4 per cent. He said the release should have included this as "we are not trying to hide any- thing". He said he objected to the use of the statement "Qualifications Evaluation Council of Ontario (QECO) Program 3 is being used to determine teacher level placement crommencing September 1st, 1980" as the public does not know what Attends horse clinic Correspondent MRS". --ED REGELE ' 5/7-1106 Mrs. Robert McCowan attended the American Saddle Horse judges Clinic at Riverview farm of Mr. and Mrs. John Bmeders at Guelph on . Saturday. The clinic was conducted by Mr. and Mrs. Stanley Edwards from Wadsworth, Ohio. Mr and Mrs. Edward Regele and Mrs. Harold McCalliim attended the w cd - cling of Da.id Glanville and Rose Marie Cabana at At- ft wood Presbyterian Church and also the receptiorrat Kin Station. Listowel. David is a grandson of Mr. and Mrs. Edward Regele. Mr. and Mrs. Reg Schultz of N3 Blyth visited Thursday afternoon with Mr. and Mts. Edward Rcgc1c. Sympathy is extended to Mrs. Louisa Bennewics of !ached and to her family in the death of a son and brother. The Bennewies bmily were former residents gf 12th Concession of McK lop Township QECO means. Some board members said they wanted to know what was in the press release prior to the ratification meeting so that . they could have it changed if they did_not agree with its content. However, board Chairman Ronald Marcy pointed out, that the two chairmen of the negotiat- ing teams (the board and the teachers) are responsible for the content of the press release according to the board bylaw. Thus if the press release was changed, then-it-would:not be the joint release of the negotiating committees. Trustee Michael Connolly of Kippen said, "The pro- cedure of that committee should not over -rule the board." A board dinner will be held on Friday, November 28, 1980, for trustees, admini- stration and spouses of .the present board Following adjournment, of the regular meeting, • tne board returned to committee - of -the -whole to discuss four items, which they considered needed to be discussed be- hind closed doors. The next board, meeting will be held October 27 and the first meeting in Novem- ber will be Novembzr 12. Following the private session the board reported it had renewed all its in- surance policies with Leeson - Killer Insurapce of Stratford for an annual premium ol S25.333. Also in committee -of -the - whole. the board agreed that Robin Phillips, Kitchener, an agent for the Canadian Scholarship Trust Foun- dation not be allowed to distribute literature in the schools.
